Reporting to the Chief Administrative Office, the Manager of Community Services plays a key leadership role in shaping vibrant, inclusive, and sustainable community spaces and programs. This position is responsible for the strategic planning, coordination, and overall administration of the Parks, Recreation, Facilities and Open Spaces in the RM of La Broquerie. With a strong focus on community engagement, service excellence, and efficiency, the Manager provides direction and support to a diverse team while fostering collaborative relationships with internal departments, external agencies, and the public.

1. Programming: The Manager of Community Services shall:
- Be responsible for managing the Programming Team in facilitating, planning, and promoting the delivery of public recreation programs which will include but not limited to physical recreation, social recreation, artistic and group recreation, intellectual recreation, and entertainment based on identified needs.
2. Leadership and Volunteer Development: The Manager of Community Services shall:
- Promote a culture of collaboration, accountability, innovation, efficiency and continuous improvement within the department.
3. Facilities: The Manager of Community Services shall:
- Be responsible for managing the Operations Team to provide the safe, secure and clean operations of all Leisure Services Facilities, including but not limited to playgrounds, parks, open spaces, community beautification, arena, community halls and outdoor facilities.
4. Staffing: The Manager of Community Services shall:
- Be responsible for hiring, supervising, scheduling, monitoring, evaluating, training and performance management of the Operations and Programming teams, and service providers as required.
5. Other Duties: The Manager of Community Services shall:
- Support the development and manage the Community Services budget.
- Prepare financial reports, forecasts, and business cases to support funding requests, grant applications, and Council decision-making.
Qualifications:
- Demonstrated experience in program development, administration, management and delivery.
- Superior public relations, organizational, and time management skills.
- Ability to manage a wide range of responsibilities.
- Ability to work efficiently with multiple committees.
- Ability to effectively manage employees and volunteers.
- Possess a valid Class 5 Manitoba driver’s license.
- Criminal Check and Child Abuse Registry Check must be completed prior to employment.
- Post-Secondary education in the field of Recreation or equivalent experience.
- Five or more years’ experience in a community setting as a Recreation Professional.
- First Aid/CPR.
- Willingness to pursue further development in the field of Recreation.
- Bilingual in French and English is an asset.

Relevant de la direction générale, la direction des services communautaires joue un rôle clé dans la création d’espaces et de programmes communautaires dynamiques, inclusifs et durables. La personne titulaire de ce poste est responsable de la planification stratégique, de la coordination et de l’administration générale des parcs, des loisirs, des installations et des espaces verts dans la M. R. de La Broquerie. 1. Programmation : La direction des services communautaires doit :
- Être responsable de la gestion de l’équipe de programmation afin de faciliter, planifier et promouvoir la mise en œuvre de programmes de loisirs publics, qui comprendront notamment des loisirs physiques, sociaux, artistiques et collectifs, intellectuels et divertissants, en fonction des besoins identifiés.
2. Leadership et développement du bénévolat : La direction des services communautaires doit :
- Promouvoir une culture de collaboration, de responsabilité, d’innovation, d’efficacité et d’amélioration continue au sein du service.
3. Installations : La direction des services communautaires doit :
- Être responsable de la gestion de l’équipe des opérations afin d’assurer le fonctionnement sûr, sécuritaire et propre de toutes les installations de loisirs, notamment les terrains de jeux, les parcs, les espaces ouverts, l’embellissement communautaire, les arénas, les salles communautaires et les installations extérieures.
4. Dotation en personnel : La direction des services communautaires doit :Être responsable de l’embauche, de la supervision, de la gestion des horaires, du suivi, de l’évaluation, de la formation et de la gestion du rendement des équipes des opérations et de la programmation, ainsi que des prestataires de services, selon les besoins.
5. Autres tâches : La direction des services communautaires doit :
- Soutenir l’élaboration et la gestion du budget des services communautaires.
- Préparer des rapports financiers, des prévisions et des analyses de rentabilité pour appuyer les demandes de financement, les demandes de subvention et la prise de décision du conseil.
:
- Expérience démontrée en matière d’élaboration, d’administration, de gestion et de mise en œuvre de programmes.
- Excellentes compétences en relations publiques, en organisation et en gestion du temps.
- Capacité à gérer un large éventail de responsabilités.
- Capacité à travailler efficacement avec plusieurs comités.
- Capacité à gérer efficacement les employés et les bénévoles.
- Posséder un permis de conduire de classe 5 valide du Manitoba.
- Une vérification du casier judiciaire et du registre des cas de maltraitance d’enfants doit être effectuée avant l’embauche.
- Études postsecondaires dans le domaine des loisirs ou expérience équivalente.
- Cinq ans ou plus d’expérience dans un milieu communautaire en tant que professionnel des loisirs.
- Premiers soins/RCR.
- Volonté de poursuivre son développement dans le domaine des loisirs.
- Le bilinguisme en français et en anglais est un atout.
