Overview of role:
We’re seeking an experienced Manager Operations Transition to lead the operational readiness of our water and wastewater services through a critical period of change.
This senior role sits within the Assets & Operations business unit and is pivotal to ensuring Coliban Water is ready to operate under a complex hybrid model—bringing some services in-house while supporting the mobilisation of a new outsourced service delivery model.
You’ll provide strong leadership across people, processes, systems and assets to ensure seamless transitions, minimal disruption to customers, and a sustainable operating model for the future.
Key Responsibilities:
In this role, you will:
Lead and deliver operational readiness frameworks, plans and milestones across insourcing and outsourcing initiatives
Ensure “go‑live” readiness with a strong focus on safety, service continuity and customer outcomes
Oversee readiness activities for bringing selected operational capabilities and assets in‑house
Support mobilisation and operational readiness of outsourced service providers, working closely with commercial and procurement teams
Identify and actively manage interdependencies across operational, corporate and enabling functions (HR, IT, Finance, Asset Management, Customer and more)
Align operational readiness activities with enabling programs such as digital systems, workforce transformation and process redesign
Establish and maintain strong governance, risk management and assurance processes
Engage, influence and communicate effectively with senior leaders, program teams and external partners
Capture lessons learned and embed continuous improvement into future operating models
About you:
You’re a confident and credible leader with a strong background in operational readiness, transition or transformation programs—ideally within water, utilities or infrastructure environments.
You will bring:
Demonstrated experience leading complex transition or readiness programs, including insourcing and/or outsourcing models
Strong understanding of operational, commercial and regulatory considerations in utilities or asset‑intensive organisations
Proven ability to manage complex interdependencies across multiple teams and programs
Excellent stakeholder engagement and influencing skills at senior and executive levels
Solid program and project management capability, including governance and risk management
Tertiary qualifications in engineering, business or a related discipline, with certification in program, project or change management (or equivalent experience)
Knowledge of the water industry and regulatory environment will be highly regarded.

Salary:
The salary and conditions for this position will be as per the Coliban Water Enterprise Agreement 2021. Band 7 $163,687 – $193,343 plus super, standby and overtime. Salary will be offered to the successful candidate commensurate with their skills and experience.
