The Manager of Organizational Effectiveness plays a key leadership role in shaping a culture at NLC that promotes individual growth, organizational capability, and a strong sense of inclusion and belonging. Reporting directly to the VP, People & Culture, this position provides strategic leadership and hands-on expertise across learning and development, talent management, performance management, DE&I, engagement, and HRMS optimization.
As a People & Culture leader, this role also provides direct supervision to one team member, ensuring strong execution of programs, continuous improvement, and alignment with NLC’s People & Culture mandate.
Key Responsibilities
- Lead the design, implementation, and evaluation of corporate learning programs that strengthen leadership capability, operational excellence, and inclusion.
- Develop and maintain NLC’s learning and development framework, ensuring alignment with organizational needs and future skill requirements.
- Conduct training needs assessments and oversee delivery of core learning programs, including onboarding, compliance, leadership, and inclusion learning.
- Lead NLC’s talent review and succession planning process, ensuring robust internal pipelines for key and critical roles.
- Oversee Individual Development Plans (IDPs) and support leaders with development planning, readiness assessments, and career conversations.
- Oversee the design and continuous improvement of NLC’s performance management framework, providing tools and coaching that strengthen accountability and meaningful feedback.
- Serve as the functional lead for HRMS (UKG) optimization across learning, performance, and talent modules, working closely with IT and external partners.
- Design and deliver DE&I programs and educational initiatives that build cultural competence, foster belonging, and reinforce inclusive leadership.
- Partner with the broader People & Culture team to implement engagement surveys, action plans, and experience-focused initiatives.
- Support employee recognition programs by integrating recognition into culture-building, leadership practices, and engagement efforts
- Analyze engagement, performance, and talent data to identify trends and inform strategic planning.
- Lead and deliver leadership development programs, mentorship initiatives, and capability-building workshops.
- Maintain and update People & Culture policies and frameworks related to learning, talent, and inclusion.
- Lead or participate in strategic People & Culture transformation projects focused on organizational development and continuous improvement.
- Provide effective leadership, coaching, and support to one direct report, ensuring clear goals, growth, and strong program execution.
Qualifications
- University Degree in Commerce, Business Administration, Human Resources, Organizational Development, or a related field.
- Five (5) to seven (7) years of experience in the Human Resources field, with background in areas such as HR Business Partnering, HR Generalist work, or organizational effectiveness disciplines including learning and development, performance management, DE&I, or related fields - ideally within a unionized environment.
- Demonstrated experience with HRMS systems (e.g., UKG Pro would be an asset), including configuration, optimization, reporting, and overall system utilization across the People & Culture function.
- A CPHR or CHRL designation and/or a Master’s degree in Business or Employment Relations will be considered assets.
- Exceptional facilitation, coaching, and communication skills with the ability to influence and engage leaders at all levels.
- Strong analytical thinking, problem-solving, and project management skills.
- Proven ability to lead change, translate strategy into action, and foster collaboration across multiple departments.

Salary: HL-23: $87,874.22 - $114,236.85 annually
