Compensation Range

Job Summary
The Manager, Program Delivery, is responsible to work collaboratively with cross-functional Campus Security teams, overseeing the planning, prioritization, and implementation of programs within the Campus Security portfolio. This position has responsibility for supporting the execution of the Campus Security Unit Action Plan, preparing and presenting reports to both university and external stakeholders, and ensures the established procedures are aligned to regulatory compliance and efficient departmental workflows.
Organizational Status
The Manager, Program Delivery reports to the Senior Manager, Strategy and Partnerships. This position works closely with Campus Security leadership, as well as faculty, staff, external consultants and contractors, and external partners involved in various program activities.
Work Performed
Strategy & Planning
  • Establishes and leads the continuous improvement process for Campus Security programs and procedures, establishing processes that ensure alignment, standardization, and compliance of functions.
  • Considers industry best practices, standards, and regulatory requirements to inform program plans that ensure a safe and accessible campus environment.
  • Develops service delivery accountability programs to ensure services provided meets performance expectations and institutional objectives.
  • Establish and monitor key performance indicators (KPIs) and metrics to measure and improve service delivery effectiveness.
  • Establishes and maintains effective working relationships with the UBC Campus Community, enabling alignment of community expectations with services provided.
  • Develops and ensures service level agreements (SLAs) are upheld by aligning security services with agreed-upon standards, ensuring consistent performance and timely issue resolution.
  • Responsible for intake of new initiatives, triage, and prioritization of initiatives to enable strategic use of Campus Security resources to deliver on key programs.
Program Oversight
  • Leads the centralized tracking of complex, institution-wide security projects, ensuring comprehensive oversight and coordination across all phases.
  • Drives accountability by mapping program deliverables, timelines, and responsibilities to ensure successful execution and adherence to established timelines and priorities.
  • Liaises across all Campus Security unit teams and other key stakeholders, to ensure workflows are efficient and understood.
  • Manages the design, implementation, maintenance, and evaluation of Campus Security programs.
  • Serves as the primary resource for Campus Security, providing expertise and guidance for all campus security initiatives to ensure effective planning, execution, and completion of projects.
  • Responsible for quality assurance and review for Campus Security programs and services as directed by the Senior Manager, Strategy & Partnerships.
Program Design and Reporting
  • Draft and present business cases to support the development and enhancement of security programs, including descriptions of new initiatives or changes to the service model.
  • Prepare and deliver budget presentations, outlining resource needs, cost projections, and financial planning for Campus Security initiatives.
  • Develop and update Unit Action Plans, aligning with the SRS Business Plan and the VPFO Strategic Plan.
  • Prepare reports to the campus community, providing updates on programs, initiatives, and outcomes.
  • Prepare updates to key stakeholders including various boards, steering committees, and senior leadership on program performance and progress against strategic goals.
Leading Change
  • Lead change management efforts within the Campus Security team, ensuring smooth transitions and the adoption of new processes, technologies, and policies to enhance campus safety and security.
  • Promotes and supports a positive culture, aligned to established values, while demonstrating a collaborative approach.
  • Coaches, mentors, and provides development opportunities for reporting staff.
Consequence of Error
The Manager, Program Delivery requires a high degree of independence, judgement, initiative, and collaboration. The incumbent is expected to use sound judgement to respond to frequently changing conditions and priorities, and to prioritize their work and assignments to their team accordingly. This position must incorporate knowledge of the University and Campus Security department policies and procedures, as well as industry-specific regulatory requirements. Work must often meet tight deadlines and requires the incumbent to perform well under pressure. Inappropriate judgement or premature disclosure of confidential, sensitive, or incorrect information could have a detrimental effect on Campus Security operations. Poor execution of duties can lead to decreased productivity of operations, service failure, and the potential of impacting the culture, environment, and morale of staff within the unit.
Supervision Received
The Manager, Program Delivery works independently with considerable autonomy, under the strategic guidance of the Senior Manager, Strategy and Partnerships. Consults with other Managers and Senior Managers within the Campus Security department for coordination and prioritization.
Supervision Given
The Manager, Program Delivery provides direct supervision to a Program Coordinator. This position also oversees and manages external consultants and contractors, ensuring alignment with project goals, timelines, and departmental standards.
Minimum Qualifications
  • Undergraduate degree in a relevant discipline or related field.
  • Minimum of five years of related experience, or the equivalent combination of education and experience.
  • Proven ability to conduct needs analyses, plan, organize, manage, monitor, complete and evaluate projects within allocated time and resources for projects involving multiple stakeholders.
  • Completion of relevant industry certifications (ex. PMP, PROCI, Six Sigma, etc).
Preferred Qualifications
  • Experience in, or exposure to, the security and/or post-secondary environment.
  • Ability to set priorities, organize workload and work within deadlines in a busy and complex environment.
  • Proven administrative experience in a large and complex organization.
  • Demonstrated experience in program development and change management, demonstrating the ability to create and implement strategic initiatives effectively.
  • Knowledge of University policies, procedures, governance, and administrative systems preferred.
  • Ability to coach, mentor and develop reporting staff members.
  • Proven ability to communicate professionally and tactfully, both orally and in writing, including presentations to large and diverse audiences.
  • Strategic and system thinking skills, with strong attention to detail and ability to anticipate challenges and plan ahead.
  • Ability to plan and complete multiple projects, tasks, and priorities simultaneously.
  • Effective oral and written communication, interpersonal, management, supervisory, leadership and organizational skills.
  • Ability to establish effective relationships with a variety of stakeholders.
  • Ability to work both independently and within a team environment.
  • Demonstrated commitment to enhancing one’s own awareness, knowledge, and skills related to equity, diversity, and inclusion.
  • Ability to exercise judgment, tact, discretion, and diplomacy.
  • Ability to effectively use MS Office at an advanced level (e.g., Outlook, Word, Excel, PowerPoint, MS Teams, etc.).
  • Familiarity with various project management software platforms (e.g., Smartsheet)
  • Must pass and maintain a criminal record check.
