Manager/ Senior Manager (Procurement & Programme Risks)
You will be part of the multi-disciplinary engineering team supporting the procurement efforts for CAAS’ next generation systems to achieve our organisation objectives. You will play a crucial role in sourcing strategies, policy and governance, spend management including total life cost, supplier management, cross-functional stakeholders’ collaboration and procurement operations review.
You will be part of the team in leading sourcing strategies in support of our next generation systems, optimising existing procurement processes to improve work efficiency, as well as developing a new procurement framework that is based on novel procurement approaches.

[What you will be working on]

The role requires candidates to work closely with various stakeholders including external stakeholders, operational users, in-house technical team, equipment suppliers and contractors to deliver results while conforming to the Government’s procurement standards.

Other responsibilities include:

business partnering in providing succinct and consistent advice to users to navigate the procurement life-cycle for different procurement approaches; analysing the critical contract failure points, identifying key risk indicators and strengthening the risk mitigation plan; and supporting market sourcing and pro-actively engage and influence stakeholders to achieve better sourcing decisions and to maximise the return on investment.

[What we are looking for]

  • Trained in Engineering, Electrical / Electronics, Mechanical Engineering or Project & Facilities Management
  • At least 5 years of relevant working experience in a procurement related role
  • Experience in leading formulation of strategies for contract negotiations to achieve organisational objectives including knowledge transfer, cost reasonableness/ transparency and improved resilience
  • Experience in supplier management/ development to gather market leading indicators, new innovations and other important industry insights and evaluation of contractual and legal clauses to ensure that organisational objectives are achieved.
  • Proficient in project management, budget management, contract management, risk analysis and supplier selection & capability development skills
  • Experience in the following will be advantageous: Knowledge in the Government Procurement Instruction Manual and GeBIZ Open book contracting and spiral contracting
  • Good communication and writing skills, interpersonal skills, positive attitude and an attention to detail is a must.
  • Strong leadership and previous experience leading a team of engineering procurement specialists for high value projects in a multi-disciplinary engineering environment.
  • Independent, pro-active, impactful & resourceful individual with the ability to focus on priorities and deliver in a fast-paced environment.
  • Ability to travel for overseas trainings, meetings and work assignments if required.

Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on a permanent tenure or subsequent contract renewal.
