Metropolitan District Manager – Job Scope

GENERAL PURPOSE: The Metropolitan District Manager provides service to all assigned Metropolitan Districts through various management duties and statutory compliance, working side-by-side with the department’s District Managers and Associate Manager
METROPOLITAN DISTRICT MANAGER ESSENTIAL DUTIES / RESPONSIBILITIES
- Customer service via telephone, email, management software, and in person contact
- Compose and proofread a variety of documents, including general correspondence, reports, and letters
- Prepare for, coordinate, attend, and handle all follow-up work generated from District Board of Directors meetings, held monthly, quarterly, semi-annually, annually, and otherwise as needed. These meetings are often held in the evening.
- Conduct monthly site visits to monitor your assigned clients. Serve as the primary contact for all homeowner-related questions or inquiries
- Manage and update District websites, including the uploading of relevant documents in a timely manner
- Oversee the posting of meeting notices on the website, via email, physically on site, or as required by District resolution and statute
- Read and understand Governing Documents (Service Plan, Covenants, Guidelines, etc.)
- Attend and participate in staff meetings and related activities; attend workshops, conferences, and classes, propagating continued education for the betterment of personal development, the District team, and clients
- Manage and oversee non-potable water operations as required by client
- Coordinate with various contractors to solicit bids, including attending on-site meetings with potential bidders and contractors as needed
- Oversee the management of statutory compliance for all District clients (Transparency Notices, Annual Reports, Budget Filings, and other required reports)
- Perform design reviews for assigned clients as needed, and coordinate with the compliance department to ensure timely correspondence
- Perform a variety of general clerical duties for clients, including maintaining and filing records, verifying the accuracy of information, completing meeting minutes, and recording information
- Operate modern office machines and equipment, including PCs, printers, copiers, calculators, and routine use of office software applications
- Maintain calendars and scheduling of meetings
- Maintain a portfolio of a minimum of clients
- Handle the on-call emergency phone calls for approximately 1 week every 12-14 weeks
METROPOLITAN DISTRICT MANAGER REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
- Self-directed learning
- Knowledgeable with communication skills, including spelling, grammar, punctuation, etc.
- Knowledge of standard office procedures, methods, and equipment
- Ability to deliver courteous and professional customer service, both spoken, in writing, and in person.
- Ability to learn the procedures and functions of the assigned position
- Ability to plan and organize work to meet schedules and timelines
- Ability to understand and follow spoken and written instructions
- Ability to establish, maintain and foster positive and harmonious working relationships with others
- Ability to maintain confidentiality
- Ability to work creatively, suggesting efficiencies and changes to workflow when opportunities arise
METROPOLITAN DISTRICT MANAGER QUALIFICATIONS
- Minimum of either: One (1) year experience as a Special District manager or Three (3) years’ experience as an HOA Community Manager
- Two (2) years’ experience in an office setting
- A diploma from an accredited college or university is a plus
- Experience managing staff members is a plus
LICENSES, CERTIFICATES, OR REGISTRATIONS
- Valid Driver’s License required
- Reliable transportation required
MATERIAL AND EQUIPMENT DIRECTLY USED
- Must be able to operate a PC, software, e-mail, calculator, telephone, fax machine, copy machine, and printer
- Ability to use and navigate Microsoft Suite, including Excel, Word, Teams, and Outlook, as well as being proficient in typing and data entry
WORKING ENVIRONMENT/PHYSICAL ACTIVITIES
- In-office, Hybrid, and Remote work options available
- 40-hour work week equivalent
- Workday is varied, with a standard day of 9 hours, with office closures every other Friday
- Evening availability required for meeting attendance/coverage
- Must be able to lift 25 lbs.
