The New York City Department of Housing Preservation & Development (“HPD”) is the nation’s largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse, thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing, preservation of the affordability of the existing housing stock, enforcement of housing quality standards, and educational programs for tenants and building owners. HPD is tasked with fulfilling the Mayor’s Housing New York: A Five-Borough Ten-Year Plan to create and preserve 200,000 affordable units for New Yorkers at the very lowest incomes to those in the middle class. ________________________________________
Your Team:
The New York City Department of Housing Preservation & Development’s Economic Opportunity and Inclusion Programs (EOIP) is responsible for the implementation, monitoring, and enforcement of the Minority and Women’s Business Enterprise (M/WBE) Build Up program; training, networking, and capacity building efforts for M/WBEs; HireNYC and Section 3 Reporting, and the Pathways to Opportunity Initiatives. M/WBE Compliance Analysts review payroll and related records, visit construction sites to observe and interview workers, and investigate possible violations to ensure compliance with the M/WBE Build Up Program.

Your Impact:
As the M/WBE Compliance Analysts within the Economic Opportunity and Inclusion Programs Unit, you will augment the Division’s efforts to adequately monitor and enforce compliance with the relevant M/WBE Build Up program and agencies reporting requirements. Your knowledge and experience will strengthen the team’s capacity which will enable it to deliver monitoring, reporting and compliance services in a timely manner.

Your Role:
As M/WBE Compliance Analysts for the Division of Economic Opportunity and Regulatory Compliance, you will join Economic Opportunity and Inclusion Programs unit to monitor city-financed development projects subject to M/WBE Build Up requirements and/or the agency’sreporting requirements for Section 3 and HireNYC. Investigations will include, at minimum, detailed records review, regular unannounced site visits to jobsites, and additional EOIP unit reporting requirments.

  • Review submitted M/WBE goal calculation sheets, implementation plans and job outreach plans.
  • Conduct unannounced site visits on active construction site to interview site manager and contractor supervisors.
  • Make detailed observations about construction progress;
  • Review all quarterly audits assigned and review the progress reports to strategize site visits and any other compliance assistance the project may need.
  • Resolve discrepancies found or reported in B2G Compliance M/WBE Build Up system by requesting validating information (i.e., canceled checks, requisition forms etc.)
  • Register all new projects into the B2G Compliance M/WBE Build Up system, provide developers & General Contractors with welcome letter and request information from the compliance person monitoring the project.
  • Creating electronic files for all new registered projects by collecting all forms signed during closing and adding all pre closing documents needed to calculate M/WBE goal.
  • Review application and proof submitted for goal modifications, organize case files to show all the efforts made by EOIP to contact developers to assist in meeting assigned goal. Submit all compiled information along with case summary to Director and deputy director for review and determination.
  • Making recommendations regarding potential enforcement action when discrepancies or potential violations have been detected;
  • Coordinating with internal and external partners to collect information and/or to support enforcement action;
  • Carefully documenting all monitoring and investigative activities;
  • Preparing reports on monitoring and investigative activities that comply with legal and office requirements; and
  • Creating and maintaining organized, up-to-date case files which comply with legal and office requirements.
  • Conduct commercial useful audits on projects that are close to ensure MWBE used served a commercial useful function and not as passthrough entities
  • Compile data and perform analysis to inform management of program performance, impact, and areas for potential improvements.

Preferred Skills
Preference will be given to candidates with an advanced degree in public administration, community and economic development, public policy, business administration, law, compliance or related field. Preference will also be given to candidates who demonstrate the following:

Additional Information:

A baccalaureate degree from an accredited college and four (4) years of full-time satisfactory professional experience in Public Administration, Business Administration, Accounting, Procurement, Regulatory Compliance, Banking, Finance, Economic and Workforce Development, Labor Relations, Public Policy, Urban Planning or related field and at least 18 months must have been in an executive, administrative or managerial capacity or supervising professional personnel performing work in the fields noted above; or

2. Education and/or experience which is equivalent to "1" above. Graduate study in the field of Public Administration, Business Administration, Statistics, Public Policy, Urban Planning or related field may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have five years of work experience including at least 18 months of executive, administrative, managerial or supervisory experience as described in "1" above.

Minimum Qualifications


1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
