NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
DOF’s Administration and Planning Division is responsible for managing and overseeing administrative and operational services for the agency. This includes the daily management of the Offices of Financial Management, Purchasing and Contracts, Operational Services, and Diversity and Inclusion.
The Office of Purchasing and Contracts serves as the central procurement unit entrusted with overseeing the procurement of goods and services on behalf of the Department of Finance. This office handles the management of the department’s current contract portfolio, including the vital responsibility of ensuring compliance with DOF’s Minority and Woman-Owned Enterprise (M/WBE) program in accordance with the requirements of New York State Law, the New York City Charter, the Administrative Code of the City of New York, and Procurement Policy Board (PPB) Rules.
Administration and Planning’s Office of Purchasing and Contracts is seeking an experienced and highly motivated manager to serve as a M/WBE Program Director. Reporting to the Deputy Agency Chief Contracting Officer, the selected candidate's duties and responsibilities will include but not be limited to:
- Coordinate with the ACCO office and the M/WBE Officer to develop and implement Agency's Annual Utilization Plan and Procurement Plan goals; analyze Agency trends and suggest updates to the Utilization Plan as appropriate; work throughout the year on tracking and reporting all activities related to the utilization of certified M/WBEs.
- Conduct procurement-specific analysis to propose/determine M/WBE participation goals; provide appropriate documentation for the procurement record.
- Track prime vendor compliance and maintain detailed reports on existing contracts.
- Manage and review daily activities of staff for effectiveness, efficiency, accuracy, and compliance with established rules/guidelines.
- Conduct vendor outreach to encourage firms to become certified; assist vendors in the certification process.
- Coordinate Agency-specific procurement networking events.
- Represent the Agency at M/WBE outreach events.
- Work with the procurement team, vendors, and the Mayor's Office on waiver requests received for solicitations.
- Conduct training and provide guidance on implementing the Agency's M/WBE operating procedures within the agency; suggest updates to the procedures as appropriate.
- Draft MWBE reports as requested internally and externally.
- Seek and implement innovative and effective ways to improve the Agency's utilization of certified M/WBEs.
- Manage the subcontractor approval process; ensure timely and accurate submissions from prime contractors and proposed subcontractors.
- Perform background checks on proposed subcontractors and apply approvals in all relevant automated systems; report on subcontracting status as requested.
- Work on special projects as assigned.

Minimum Qualifications
1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.
Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.
Preferred Skills
-Experience with City's procurements systems, such as PASSPort & FMS. -Effective, clear, and persuasive oral and written communication skills. -Strong organizational skills. -Ability to adapt to a fluid work environment and changing needs and priorities. -Strong knowledge of New York City Charter, the Administrative Code of the City of New York, and Procurement Policy Board Rules. -Familiarity with all procurement methods, from Direct Orders to RFPs.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
