Description:
Purpose of Position
Reporting to the CEO, the National Operations & Corporate Services Manager (National OCS Manager) is responsible for the effective coordination, governance and continuous improvement of MBM's national corporate services and operational functions. The role provides leadership across operations, administration, premises, risk, compliance, systems, suppliers and business support, ensuring MBM's hubs are well supported and able to operate consistently, efficiently and securely.
The role is not expected to personally perform all day-to-day HR, office administration or IT support tasks. Instead, it leads the internal support team, sets priorities, maintains clear accountabilities and ensures outsourced providers deliver services that meet MBM's operational, security and business requirements.
Key Accountabilities
Leadership and Business Operations
Translate the CEO's and Board's priorities into clear operational plans, responsibilities and timelines.
Lead, coach and coordinate the HR Advisor, Office Managers, Office Administrators and Administration Assistants.
Establish service standards, workflows and escalation pathways for corporate support functions across all hubs.
Monitor workloads, clarify ownership and ensure operational matters are resolved in a timely and consistent manner.
Identify opportunities to streamline processes, reduce duplication and improve the employee and manager experience.
Prepare operational updates, risk summaries and recommendations for the CEO, Directors and Board.
Coordinate with sectors leads with regards to Operational and IT requirements
People and Workforce Oversight
Work closely with HR Advisor to provide strategic oversight of HR operations.
Support the HR Advisor on complex employee relations, workforce planning, organisational change and sensitive matters.
Collaborate with the HR Advisor to ensure employment documentation, HR policies, performance processes, onboarding, offboarding and employee records are current and compliant.
Oversee workforce reporting, capability planning, learning priorities, engagement initiatives and succession considerations.
Work with HR Advisor to promote a respectful, inclusive and safe workplace aligned with MBM's values and Respect@Work obligations.
Ensure clear separation of responsibilities between HR, Payroll, managers and operational support functions.
Office, Administration and National Support
Provide direction to the Office Managers and administration team to ensure consistent practices across premises, reception, travel, events, records and office services.
Oversee office procedures, service standards, supplier arrangements and administrative controls.
Ensure premises are safe, secure, functional and appropriately maintained, including lease and facilities obligations.
Support national consistency while allowing for practical local requirements across MBM offices.
Oversee corporate events, travel arrangements and major internal communications where required.
Technology and Outsourced IT Oversight
Act as MBM's informed business manager for outsourced IT services, maintaining sufficient knowledge of IT functionality to challenge, prioritise and oversee provider performance.
Ensure the outsourced IT provider maintains reliable infrastructure, user support, access controls, backups, cyber security, device management and business continuity arrangements.
Translate business requirements into clear IT priorities, projects and service expectations.
Review IT service reports, recurring incidents, risks, licences, contracts, asset registers and technology expenditure.
Ensure joiner, mover and leaver access processes are completed promptly and securely in coordination with HR and managers.
Oversee technology procurement and implementation, ensuring systems are fit for purpose, secure, scalable and appropriately documented.
Escalate significant technology, cyber security or data risks to the CEO and coordinate response actions with the outsourced provider.
Maintain appropriate oversight of privacy, information security and records management obligations.
Risk, Governance, Quality and Compliance
Maintain MBM's operational risk register and ensure key risks have clear owners, controls and review dates.
Oversee insurance arrangements, business continuity planning and incident response readiness.
Coordinate MBM's Integrated Management System and Information Security Management System, including internal audits, corrective actions and external certification activities.
Support ongoing compliance with ISO 9001, ISO 14001, ISO 45001 and ISO 27001 requirements
Ensure operational policies, procedures and records are controlled, current and consistently applied.
Coordinate compliance activities with external legal advisers, auditors and specialist consultants where required.
Promote practical quality assurance and continuous improvement across corporate and operational processes.
WHS, ESG and Organisational Sustainability
Oversee WHS governance, consultation, reporting, training and corrective actions in partnership with managers and the HR Advisor.
Ensure operational practices support employee wellbeing and safe working arrangements.
Lead and coordinate ESG initiatives relevant to operations, suppliers, premises, people practices and reporting.
Encourage ethical, sustainable and accountable decision-making across the operations team and wider business.
Budget, Procurement and Supplier Management
Develop and manage the operations and corporate services budget, including regular forecasting and variance review.
Review and approve operations-related expenditure within delegated authority.
Oversee procurement processes and ensure suppliers are selected, engaged and reviewed in line with MBM requirements.
Manage key supplier relationships and service agreements, including outsourced IT, facilities, travel, insurance and professional advisers.
Monitor value, performance, risk, service quality and contract renewal obligations.
Skills and Experiences:
Decision-Making Authority
Allocate and prioritise the workload of the operations and administration team.
Approve operational expenditure within delegated limits.
Recommend changes to systems, suppliers, policies, structures and operational practices
Escalate material workforce, legal, cyber security, WHS, financial or reputational risks to the CEO.
Require corrective actions where internal controls, service standards or compliance requirements are not being met.
Key Performance Indicators
Corporate services are delivered consistently and within agreed timeframes across all hubs.
Clear accountability and effective collaboration exist across HR, administration, office management and outsourced IT.
Operational risks, audit actions and compliance obligations are monitored and closed on time.
IT services are reliable, secure and responsive, with recurring issues and provider performance actively managed.
Budgets and supplier contracts are well controlled and provide value for money.
Policies, systems and business continuity arrangements remain current and fit for purpose.
Managers and employees report a positive and practical experience when engaging with corporate support functions.
The operations team is capable, well-coordinated and supported through clear priorities and development.
Qualifications and Experience
Relevant tertiary qualification in business, operations, management, human resources, governance or a related discipline.
Substantial experience leading corporate services, operations or business support functions in a professional services or multi-site environment.
Demonstrated experience managing and developing multidisciplinary support teams.
Sound knowledge of Australian employment, WHS, privacy, risk and governance requirements.
Practical understanding of outsourced IT service delivery, cyber security, user access, systems implementation and technology risk.
Experience overseeing suppliers, contracts, budgets, premises and operational projects.
Experience with ISO management systems, internal audits or certification environments is highly desirable.
Strong written communication, reporting, stakeholder management and problem-solving capability.
