Job Summary
The Officer, Remediation – Operating Sites is responsible for supporting the management of the operating contaminated sites portfolio varying in complexity, and programs, across the entire network. The role ensures the environmental risk associated with site contaminants is minimized, the closure strategy is technically defensible and is optimized to drive down CN’s environmental liability. In addition, the role collaborates with the Environmental Assessment Team, Environmental Field Operations, and other CN stakeholders in the management and development of procedures and tools for excess soil management to avoid creating long-term liabilities.
- Support the management and implementation of liability reduction strategies for the operating contaminated sites portfolio across the network
- Support in the management of long-term derailment sites
- Support the development and maintenance of policies, procedures, and terms of reference to support remediation efforts and closure strategies
- Collaborate with environmental consultants on work plans for management of contaminated sites, remedial options, and closure strategy
- Handle consultants’ assessments and remedial activities and recommend a path forward
- Implement and drive the Request for Proposal (RFP) process, consultant selection, track budgets and drive projects to completion within or under approved budget
- Support in the remediation process on operating sites from initial contact to decision-making and updating systems and records
- Support in facilitating meetings with regulatory agencies to ensure technical information is easily understood and regulators commit to a clear path forward
- Participate in the development of communication plans for regulatory agencies, municipal governments, and other affected parties
- Provide technical support and guidance on the regulations and a clear consistent approach on excess soil management
- Collaborate with the Environmental Assessment team, Environmental Field Operations and stakeholders on management of excess soil generated during construction, maintenance, and other railroad activities
- Encourage and support innovative solutions in collaboration with project teams to reduce cost, timeline, and waste generation
- Ensure information is accurate in ENFOS
Working Conditions
The role works in a combination of office and outdoor environment in various weather conditions with a regular workweek from Monday to Friday. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress. The role requires occasional travel (up to 30%), within Canada and the United States (U.S.).
Requirements
Experience
Containment Assessment, Remediation and Risk Management
- Between 3 to 5 years of experience related to contaminated sites assessment, remediation, and risk management
Education/Certification/Designation
- Bachelor’s Degree in Environmental Engineering, Geoscience, or a relevant environmental discipline

- Knowledge of Microsoft Office (Word, Excel, PowerPoint)
- Knowledge of ENFOS*
- Fluently bilingual, written and verbal (English, French)*
- Technical proficiency in site characterization, excess soils management, field procedures, chemistry, remediation cost estimation, risk assessment, data management, or health and safety*
- Any knowledge for any of the above would be considered as an asset
