What you can expect from this position:

Reporting to the Manager, Security Regulatory Compliance & Healthy Airport, this position develops, implements and oversees security programs to establish compliance to aviation security regulations, GTAA security policy and standards, and drive leadership within our industry.

As an Officer, Security Programs, you will:

  • Analyze security intelligence, legislative publications, risk and impact studies/reports, and industry literature for implementation and confirmation of all security activities against best practices and regulatory requirements
  • Develop, draft, publish, and communicate standardized security programs, plans, and processes while ensuring that all documentation and operational processes are well written, uniform, and integrated
  • Regularly improve processes and procedures by identifying and documenting changes in threats, practices, scope of business activities, and new technologies
  • Administer standards, guidelines and procedures as it relates to aviation security programs
  • Maintain the Aerodrome Security Program (ASP) to satisfy regulatory requirements of Transport Canada.
  • Lead official for security programs and initiatives by collaborating with internal and external partners regarding program requirements, regulatory compliance and communications to ensure aviation security regulatory compliance and conformance to programs and standards
  • Act as an airport security authority for all security related legislation, policies, programs, plans, procedures, guidelines, exercises, and systems. Provides legislative and policy interpretation
  • Conduct reviews of audit outcomes and assesses the implementation of programs to identify any issues or concerns and recommend appropriate corrective action
  • Promote aviation security across the Pearson airport community and works with stakeholders to establish awareness, support, and continuous improvement of security programs.
  • Support the Program Manager with expense allocations to remain within budget requirements. Tracks progress of and collaborates with work units to develop goals, objectives, and training plans consistent with airport security programs, GTAA policy, and regulations.
  • Monitor activities and events during intense security alert conditions (emergencies, exercises, and special events)
  • Coordinate and implement the Change Management Program for all security initiatives
  • Serve as the GTAA’s security representative in the Toronto Pearson Joint Intelligence Group and the Toronto Pearson Security Committee. Compiles updates from sub‐committee members to develop meeting agendas, minutes, presentations, and action items to document results for full committees.
  • Draft and distribute security communications (bulletins, notifications, and advisories) to both internal and external stakeholders regarding regulatory or security process changes.

This unionized position has an hourly wage of $44.63, based on a 37.5-hour work week. The successful candidate must be available to commence the duties of the position once a selection decision has been made. A test will be administered as a part of the recruitment process.

Candidates with relevant external experience must provide references with their applications in order to confirm this experience.

This is the role for you, if you have:

  • Post Secondary Degree/Diploma in aviation, security, or business and/or 5 years’ airport experience
  • Minimum 5 years of comparable airport experience in or a combination of the following areas: aviation safety, aviation security, emergency management; creating, editing and interpreting legal or legislative documents; airside operations; security operations; project planning, management and oversight; security systems
  • Experience working in a regulatory environment including applicable federal aviation and security regulations
  • Formal auditor training
  • Toronto Pearson International Airport airside experience an asset
  • Auditor experience an asset
  • DA/AVOP an asset
  • Experience drafting, managing and maintaining extensive program documentation is considered an asset
  • Experience in developing and implementing contingency plans & procedures considered an asset
  • Valid Ontario G Class Driver’s License
  • Ability to obtain and retain Transport Canada Level II Secret Clearance – Preference to current Level II holders

Knowledge and skills you bring, that set-you up for success:

  • Knowledge of Aeronautics Act and Canadian Aviation Security Regulations (CASRs), Aerodrome Security Measures (ASM), ICAO Annex 17, GTAA security standards and policies, and industry security best practice
  • Knowledge of aerodrome security operating procedures and related operational requirements
  • Knowledge of investigative, inspection and audit techniques and practices
  • Knowledge of the aerodrome and all operating security systems such as access control, tenant programs, perimeter protection and GTAA future plans for development and subsequent impact on security operations
  • Previous experience in working on development of user manuals and Standard Operating Procedures documents an asset
  • Advance level proficiency with MS Office with emphasis on Word and Excel
  • Exceptional verbal, writing, formatting, and editing skills
  • Strong attention to detail
  • Ability to work effectively with technical subject matter experts in a variety of contexts
  • Skill in studying complex drawings and determining whether there is aerodrome security or operational concerns that need to be addressed.
  • General knowledge of Management Systems processes.
  • Ability to research best practices inside and outside of aviation and adjust accordingly to meet the needs of the security programs
  • Ability to juggle and reprioritize based on requirements and priorities
