The New York City Department of Citywide Administrative Services (DCAS), Human Capital Line of Service, the Bureau of Civil Service Administration drives change across the city, supporting projects and citywide efforts to achieve operational excellence. The Citywide Personnel Policy (CPP) Unit performs critical policy related analytical work for Human Capital. The unit is responsible for providing policy interpretations on behalf of DCAS and is a resource for HR departments across city agencies in handling highly sensitive employee issues relating to human resources policy, time and leave regulations, leaves of absence, absence control and other personnel issues. The Medical Appeals and Reinstatements program is also a function of the CPP Unit and ensures civil service law compliance by coordinating medical examinations of employees or former employees who may be unable to perform the duties of their position by reason of a disability.

The Office of Citywide Personnel Policy (CPP) works on key DCAS projects and initiatives including medical appeals and reinstatements for all City agencies, working with City Hall to draft leave policies, and procedures concerning areas such as Employment Verification, WTC 9/11 Unlimited Sick Leave, telework policies, reviewing draft legislation, etc. These initiatives are critical because DCAS is required to implement them on a citywide level and must support these projects promptly by creating, drafting, and analyzing policies. This includes current and historical City policies as well as researching policies implemented in other jurisdictions. Concurrently, HR departments across the City seek guidance from the CPP Unit on how to address Citywide policies. CPP also reviews employee City start date inquiries (which impact employee leave balances and accruals as they transfer across agencies) and issue official DCAS policy interpretations. CPP coordinates medical appeal and reinstatement applications including scheduling Independent Medical Evaluations, providing City agencies and employees with guidance, and drafting fitness determinations.

The Policy Analyst provides support to the CPP unit in completing projects assigned to the CPP unit including documenting and cataloging a vast amount of historical policy documentation and other policy projects as needed. These policy documents are critical and must be cataloged efficiently while personnel policy inquiries assumed by the CPP unit continue to be researched and responded to promptly.

The Office of Citywide Personnel Policy (CPP) seeks to appoint one (1) Staff Analyst, L1 to serve as a Policy Analyst. The candidate will be responsible for, but not limited to, the following tasks:
  • Responsible for researching and analyzing Citywide Personnel Policies and Time and Leave regulations while serving as a DCAS liaison for Agency Personnel.
  • Review, track, and respond to policy inquiries and maintain Citywide Personnel Policy correspondence.
  • Coordinate medical appeal and reinstatement (MAR) applications and cases, schedule Independent Medical Evaluations (IMEs) and handle other policy-related inquiries as necessary. Evaluate medical appeal and reinstatement cases and agency personnel inquiries to suggest recommendations for determinations based upon existing policy interpretations and procedures.
  • Participate in confidential and non-confidential conferences and meetings pertaining to the planning and development of policy projects. Draft proposals and timelines.
  • Employ computers to track projects and perform qualitative and quantitative analysis necessary for recommendations and monitoring project performance.
  • Prepare confidential and non-confidential summary reports comparing performance to stated goals and objectives.

Minimum Qualifications


A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.

New York City residency is generally required within 90 days of appointment.
