Type: Fixed term (18 months)
Hours: Full time
Location: Wellington
Business Group : Regulatory Services
Branch: Regulation and Policy
We have an exciting 18-month fixed term opportunity for two experienced Principal Advisors with sound experience in regulatory systems and frameworks.
You will get to work within a multi-disciplinary environment to build a brand-new online gambling regulatory system, and support transition of the new framework into regulatory BAU.
The Principal Advisors Operational Design will be responsible for the development of operational policy and design to implement the new regulatory system. This will involve the implementation of the legislation and supporting regulations, specifically:
- designing and delivering the licence auction, stage gate, issuing and processes;
- designing the compliance model and how it will be implemented to monitor and enforce online gambling.
Online gambling is a new regulatory initiative for New Zealand. Overseas gambling is regulated in many overseas jurisdictions, and it is expected that New Zealand will look to relevant overseas counterparts in planning for its introduction here.
To be successful in this role you will have robust knowledge of regulatory theory and practice, strong collaborative approach working alongside a range of stakeholders in a fast-paced environment, solving complex problems with a strong service perspective, and working in a dynamic policy context.
You will need to be comfortable working with ambiguity – because we haven’t done this before in New Zealand – and be at ease working with senior leaders and governance boards. One of the key attributes that will be required is the ability to work alongside other leaders in a fast-paced environment, solving complex problems through collaboration.
The Principal Advisor Operational Design will report to the Manager, Operational Design in the Online Gambling Implementation team. You will be working in close partnership with other workstreams in the implementation group as well as policy and legal.
