The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

The Office of Procedures provides the critical link between policy development and worker execution of the agency programs. Up-to-date, well-written procedures, supported with effective training, provide workers with the knowledge and standards required to operate agency's program consistently and effectively.

Under the direction of the Senior Director, with wide latitude for the exercise of independent judgement, initiative, and decision-making, serves as the Medicaid Assistance Program (MAP) and HomeCare Services Program (HCSP) Director, Office of Procedures. The Director of Procedures maintains frequent contacts with Federal and State officials and HRA Office of Legal Affairs to ensure correct procedural interpretations. The Director works closely with the administrators of newly created divisions and units within MAP/HCSP in the development and implementation of procedures pertaining to their specific mandates and other mayoral initiatives.

The Office of Policy, Procedures and Training (OPPT) is recruiting for one (1) Administrative Staff Analyst NM-I to function as a Procedures Director who will:

  • Plan and direct the activities of procedures writers engaged in complex tasks of reviewing and analyzing Federal and State laws and regulations to write and develop operational instructions for the MAP/HCSP eligibility divisions. These operational instructions can be in the form of procedural desk guides and manuals, forms, informational, or newsletters. Instrumental in the implementation of Federal and State regulations by making recommendations and suggestions to MAP/HCSP on the effective usage of new and/ or revised laws and policies that will have the least adverse impact on the delivery of services to clients throughout New York City.

  • Direct staff members in the development and production of operational forms, manuals, and new procedural instructions for distribution to MAP/HCSP staff throughout the five boroughs.

  • Direct the operation Of the Procedures "Clearance Desk" telephone service, to provide research and answer inquiries from MAP and DSS personnel, and other City agencies.

  • Schedule the implementation of procedures by coordinating with the various MAP/HCSP program s and the office of training to ensure that Federal and state timetables are met and that all phases of activities are accurate. Review plans for the printing and distribution of procedures and forms to successfully implement procedures timely.

  • Coordinate the implementation and issuance of procedures with Computer Systems Services, Information Technology Services (ITS), Legal Affairs, Welfare Management System, and State and local government agencies; resolves conflicting procedural interpretations.

  • Responsible for the publication of the MAP’s Program's monthly newsletter "What's New ..." which introduces new procedures and clarifies issues relating to existing procedures.

  • Responsible for the direct supervision and performance evaluation of subordinate staff; identifies and corrects internal problem areas to achieve a more efficient and effective unit.

Minimum Qualifications


1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills


- Experience in management and supervision of staff. - Excellent communication and writing skills. - Extensive knowledge of Agency operations and NYS social service policy and procedures.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
