The Procurement & Contracts Specialist supports the Procurement & Contracts Manager and broader Project Management Office (PMO) by coordinating and executing procurement, contract administration, and procurement support activities across a variety of client projects and operational initiatives. This role supports sourcing, tendering, supplier management, contract administration, procurement documentation, and procurement coordination activities while ensuring alignment with organizational standards, client requirements, and public procurement practices.
The ideal candidate will bring experience working within public sector, infrastructure, mining, energy, or engineering and possess a strong understanding of procurement governance, competitive bid processes, and contract administration practices. The Procurement & Contracts Specialist will work collaboratively with internal teams, project managers, clients, suppliers, consultants, and contractors to support project delivery and contribute to the continued growth and maturity of the organization’s procurement function.
This role is primarily office-based but will also provide fractional procurement and procurement support remotely and periodically on-site depending on project requirements.
The position is intended to support multiple projects and operational initiatives concurrently, with a focus on project-based and strategic procurement activities rather than high-volume transactional purchasing. This requires strong time management and prioritization skills, as the successful candidate will be expected to balance competing project timelines, stakeholder needs, procurement deliverables, and contract administration requirements.
The successful candidate will be highly organized, detail-oriented, and capable of managing multiple priorities within a fast-paced project environment while maintaining strong communication, stakeholder coordination, and commercial awareness skills.

Key Responsibilities:
Procurement Coordination & Support
- Support the Procurement & Contracts Manager with procurement execution and coordination activities across multiple concurrent projects and operational initiatives.
- Provide fractional procurement support to client projects remotely, from corporate offices, or periodically at project sites, depending on project requirements.
- Assist project teams with procurement planning, tender preparation, bid administration, supplier coordination, and procurement tracking activities.
- Support sourcing activities including RFQs, RFPs, tenders, supplier outreach, and commercial evaluations.
- Coordinate procurement schedules, evaluation meetings, clarifications, addenda, and procurement documentation.
- Assist in preparing and maintaining procurement templates, evaluation matrices, scoring tools, consensus documents, and procurement trackers.
- Support contract administration activities including drafting contracts and amendments, contract reviews, and coordinate execution of agreements. Contract types to include but not limited to: construction agreements, supply agreements, master services agreements, service agreements, and consulting agreements.
- Maintain procurement files, contract registers, supplier records, and project documentation in accordance with client and company requirements.
- Support timesheet and invoice reviews, procurement reconciliation activities, and coordination with accounting and project teams.
Public Procurement / ESG / Compliance Support
- Support public and client-driven procurement processes in alignment with client policies and processes, trade agreements, and Canadian competitive bidding requirements.
- Assist with ESG, Indigenous economic reconciliation, supplier diversity, and responsible sourcing initiatives.
- Support the development and maintenance of supplier scorecards, supplier questionnaires, baseline spend tracking, and procurement reporting tools.
- Assist with procurement compliance activities including bid evaluations, audit-ready documentation, fairness requirements, and process consistency.
- Participate in the development and continuous improvement of procurement SOPs, templates, evaluation guides, and procurement procedures.
Supplier & Stakeholder Coordination
- Coordinate with suppliers, consultants, contractors, project teams, and client stakeholders throughout procurement and contract execution activities.
- Support supplier onboarding, communications, follow-ups, and supplier relationship management.
- Participate in project meetings, procurement working groups, evaluation committees, and coordination meetings as required.
- Assist with gathering market intelligence, supplier research, and procurement benchmarking activities.
Operational & Administrative Support
- Support internal procurement administration activities including procurement tracking, reporting, document control, and process coordination.
- Assist with maintaining procurement dashboards, project trackers, meeting records, and action item logs.
- Support continuous improvement initiatives related to procurement systems, workflows, templates, and project delivery processes.
- Coordinate travel, meetings, workshop logistics, and procurement-related project administration activities as required.

Requirements
- 5–8 years of procurement or contract administration experience.
- Post-secondary education in a related discipline and/or a recognized supply chain designation (e.g., NISCL-CSCL, SCMP, etc.), or an equivalent combination of education and directly related experience. Experience supporting public-sector, infrastructure, mining, energy, engineering, or industrial projects.
- Experience supporting RFQs, RFPs, tendering, evaluations, and procurement documentation.
- Familiarity with public procurement practices, trade agreements, and competitive bid environments.
- Experience coordinating procurement activities across multiple projects simultaneously.
- Strong administrative, organizational, and documentation skills.
- Experience with procurement tracking tools, supplier management, and contract administration processes.
- Ability to work independently while supporting multiple project teams in a fast-paced environment.
- Willingness to periodically travel to client offices and project sites to support project execution activities.
