Overview of role:
Procurement is one of the business enabling teams of Coliban Water and is part of the Corporate & Assurance department. Reporting to the Manager Commercial Services, this role will principally be responsible for implementing, updating and coordinating sustainable procurement processes in line with Victorian Government requirements to ensure the effective delivery of Coliban Water's procurement functions, including:
Leading the procurement functions, including being responsible for stakeholder engagement (internal & external) and the provision of direct advice in line with the Victorian Government procurement requirements to allow Coliban Water to meet its procurement targets.
Providing direct support and procurement leadership to Coliban Water’s various teams throughout the procurement and project management lifecycle.
Engage with Coliban Water personnel to provide leading practice advice and delivery insights on their procurement needs and activities.
Actively assist and contribute to delivery of transformational change across commercial requirements, procurement and contract management activities in line with Coliban Water’s expectations.
Build and maintain strong business relationships with stakeholders including within the organisation and external suppliers, partners and customers.
Key Responsibilities:
As our Procurement Coordinator, you’ll be accountable for:
Maintain comprehensive knowledge of Victorian Government procurement legislation, frameworks, strategies, policies and procedures and other procurement requirements relevant to Coliban Water, including:
Department of Treasury and Finance / Buying for Victoria
Victorian Government Purchasing Board (VGPB) procurement framework
The Project Development and Construction Management Act 1994 (PDCMA) and associated Ministerial Directions and Instructions for Public Construction
Supplier Code of Conduct

Lead and manage the development, implementation and application of sustainable procurement strategies, technology solutions and other practices including:
With a focus on continuous improvement, updating and maintaining internal policies, procedures and templates and provide ongoing support to staff and contractors in their application.
Provide guidance and expert advice on all elements of end-to-end procurement activities while driving commercial, environmental, and social outcomes.
Providing procurement guidance, education and support to internal staff, contractors and suppliers to achieve delivery targets that align with the Victorian Government procurement requirements.
Responsible for undertaking compliance monitoring and reporting processes as required, including:
Compliance reviews of tender documentation and contractual obligations
Reporting, as required, under internal and external procurement frameworks, including the Coliban Water Annual Report and directly to governmental departments.
About you:
Substantial working knowledge and experience in Procurement together with qualifications acquired through a tertiary qualification in procurement and/or qualification in business management or similar and/or five years practical experience.
Experience coordinating and supporting teams to meet objectives.
Experience reporting to internal and external stakeholders.
In addition to the qualifications and experience specified above, you will be required to meet the following criteria:
Comprehensive knowledge of Victorian Government procurement requirements and practical experience integrating them into a business and/or experience developing and implementing business processes and improvements for procurement. As well as, experience managing and advising on individual procurements of varying sizes in the Victorian public sector, including procurement approach, sourcing, supplier engagement and requirement specification.
Strong analytical skills with an ability to solve complex problems and think laterally to ensure objectives are achieved.
Demonstrated ability to develop and maintain good working relationships with people at all levels, to work collaboratively to achieve required outcomes, and share information widely to the benefit of the organisation. Including strong communication and negotiation skills with an ability to influence internal and external stakeholders.
Demonstrated ability to prepare written reports to the highest standard, including policy options and recommendations on complex issues which are clear, exhaustive, and provide strong support for a preferred position or action.
Ability to work autonomously and under limited supervision, contributing to team objectives and operating environment.

Salary:
The salary and conditions for this position will be as per the Coliban Water Enterprise Agreement 2021 Band 4 $93,548-$112,895 + superannuation salary range will be offered to the successful candidate commensurate with their skills and experience. This role is a Fixed term position.
