DESCRIPTION

Under the direction of the Instructional Facilitator of Early Childhood Special Education, the Program Assistant will perform a variety of duties to support Individualized Family Service Plan (IFSP) or Individual Education Plan ( IEP) processes for Birth through Five programs. The Program Assistant will work directly with administrators, other leaders (e.g., special education team leaders ) , and special education teachers to support special education procedures including maintenance of confidential records, scheduling meetings, communication with school and central office staff, data preparation and follow-up with parents .

MINIMUM QUALIFICATIONS

A combination of education and experience may be considered.

Education:

  • High school diploma or GED equivalent.

Experience:

  • One (1) year of general clerical, secretarial, or administrative experience in an office environment creating or maintaining organizational systems.

PREFERRED QUALIFICATIONS

Education:

  • Associate degree, or higher, in Business Administration, Education, or a related field from an accredited college or university.

Experience:

  • Experience with Medical Assistance billing and/or documentation.

  • Experience with Individualized Family Service Plans (IFSP) or Individualized Education Programs (IEP).

  • Experience with early intervention services or early childhood programs relating to children ages birth through five.

ESSENTIAL POSITION RESPONSIBILITIES

The below list is a summary of the functions of the job, not an exhaustive or comprehensive list of all possible job responsibilities, tasks, and duties.

  • Complete documentation logs, Prior Written Notices for IFSP/IEP processes, Medical Assistance billing, registration, etc. necessary to facilitate services within the Birth through Five Program with a compliance lens.

  • Provide customer service and technical support to central office staff, school-based staff, MSDE staff, and families and community members to provide accurate information on services for students ages birth-5.

  • Assist in maintaining accurate and confidential student records pertaining to the special education process in compliance with federal, state, and local regulations (e.g., creating folder systems, printing, and filing documents, updating logs, completing Medical Assistant billing paperwork, etc.).

  • Implement and maintain existing office processes while providing input to process improvements to increase efficiency and improve the delivery of services.

  • Attend specific training for special education processes and other areas of compliance and/or instruction to support IEP implementation.

  • Provide other supportive measures to IFSP/IEP teams as needed.

  • Possesses the ability to handle, process, and maintain confidentiality of sensitive and privileged information including records, documents, and data.

  • Possesses strong written and verbal communication skills to interact with various stakeholders, both internally and externally – including student families .

ADDITIONAL REQUIREMENTS

Working Environment

  • This is an itinerant position providing support to assigned schools based on the needs identified by the Department of Special Education Leadership Team. Under the terms of Article 12.6 of the Master Agreement for Educational Support Professionals, this position is eligible for mileage reimbursement.

Working Hours

  • The duty day for this position is 8 hours including a one-hour duty-free lunch.

SELECTION CRITERIA

Applicants who meet the minimum qualifications will be included in further evaluation. Interviews will be limited to those applicants who, in addition to meeting the basic requirements, have experience and education which most closely match the position qualifications and the needs of the school system.

Applicants may be required to complete a skills assessment prior to or during the interview process.

EMPLOYMENT INFORMATION

Compensation

This is a 12 -month per year position in the Howard County Education Association, Educational Support Professionals (HCEA-ESP) employee unit. The current salary range for this position is Grade 2 0 on the Technical Central Office and School Based salary scale, $ 42,565 - $ 90,287 . Step placement will be in accordance with the salary procedures of the Howard County Public School System and the HCEA-ESP Master Agreement which considers relevant prior experience. Under the Fair Labor Standards Act, this position is exempt from overtime.

Telework Program

Under the HCPSS Telework Program, this position is eligible for telework up to one day per week. Telework schedules will be determined by the department and/or supervisor. Telework during the probationary period will be subject to approval and based on the needs of the department and the school system.

Retirement

Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee’s annual salary .
