Introduction:
The Hub Program Manager is a First Nations Identified position responsible for overseeing staff and resources to ensure contractual compliance of the Dubbo Opportunity Hub, EPP. The Hub Coordinator supports team members to meet and exceed operational and financial targets for the organisation by developing and implementing Dubbo Opportunity Hub and strategy/ business plan. This role will encompass working with your team and communities across the Dubbo region.
Description:
Position Responsibilities
Participate in the development of the strategic plan and implement the organisation's vision and direction across the program.
Assist in the development and implementation of the business plan including the management and allocation of assets, human and other resources to achieve operational and financial objectives
Management, supervision, and support of Hub staff
Assist HR with recruitment of site staff.
All site matters
Ensure that work procedures are managed in accordance with organisational policy and that the delivery of programs is managed in accordance with contractual requirements
Work with the National Indigenous Partnerships Manager and Quality and Compliance Lead to ensure compliance with the contract and organisational processes and procedures
Management and marketing to internal and external relationships relevant to the Hubs
Continue the strategic development of networks and relationships with potential employers, community organisations and government agencies (as appropriate)
Manage marketing and promotional initiatives, activities, and material to establish organisational profile to drive success in all Hubs
Liaise with Aboriginal operated organisations, agencies, and services to source services that our Hub Participants can access and to add value to our Hub and creating specific Hub activities
Establish contacts with relevant Government agencies to ensure access to available services and subsidies for education, training, and employment
Assist with the promotion of the Hubs service to the Aboriginal community and facilitate their engagement and advocacy
Facilitate and lead Local Job Programs and other career exploration activities to develop the Participants employability skills (such as, industry awareness activities, work experience placements, volunteer work, connection to apprenticeship centers, career expos and career mapping and career mapping training core skills for work and digital skills workshops, assisted job search seminars)
Ensuring the participation of local schools, Aboriginal individuals, organisations, agencies, local businesses and Aboriginal business owners in various Hub activity and service delivery
Deliver programs and services in accordance with Bamara organisational and contractual guidelines under the guidance of the National Operations Manager and Quality and Compliance Lead
Ensure all Participant information is recorded accurately into systems in strict accordance with contractual guidelines
Ensure all employer contact, vacancy, placement and claim information and related outcome evidence is recorded accurately into systems in strict accordance with contractual guidelines
Strong business acumen, understanding of how the business works and the ability to achieve business objectives and deliverables strategically and appropriately
Leading others by example towards personal and organisational success. Guiding the team and showing how success can be achieved. Provide inspiration, encouragement, and practical support to heighten motivation.
Obtain results by leading people through positivity and motivation
Ensure clarity of their/ everyone's role and how they fit within the bigger picture
Understands how the organisation works and can get things done through formal and informal channels
Prepared to make tough calls to move the business forward
Focuses on important items, can eliminate roadblocks, have clear focus on priorities
Drives accountability in own work and that of the team and defines success in terms of the whole team
Builds constructive and effective relationships with the ability to demonstrate diplomacy and tact with individuals inside and external to Bamara
Can be counted on to exceed goal successfully and to consistently achieve Key Performance Indicators

Skills and Experiences:
Ensure the participation of local schools, Aboriginal individuals, organisations, agencies and Aboriginal business owners in various Hub activity and service delivery to achieve KPIs
Facilitate opportunities for partnerships and mutually beneficial collaboration with Aboriginal organisations and agencies
Maintain a respectful and trust-based relationship with community members to consult on the needs of Aboriginal youth, barriers to accessing support and issues negatively impacting on school attendance, retention and employment or other career pathways
Work to ensure the Incorporation of local Aboriginal knowledge, protocols, and practices into HUB activity
Assists with the practical and compliance matters related to student participation in HUB activities.
Respectfully identifies and implements solutions to barriers to full participation for individuals mapping training, core skills for work and digital skills workshops, assisted job search seminars)

Must Haves
- Identify as First Nations
- Must pass and have a current Working with Children Check and/ or Vulnerable Persons Check (ongoing requirement for employment)
- Must pass or have a Police Check (ongoing requirement for employment)
