Division Description
Felton Children, Youth, Family, and Transitional Age Youth division offers comprehensive, early care and education, family support, and mental health services across San Francisco to over 400 families. Via a two-generation approach, Felton’s Family Support services promote strong families and optimal development for their children by focusing on the Strengthening Families Framework. The primary function of the family supports The Five Protective Factors; parental resilience, increase social connections, increase knowledge of parenting and child development, providing concrete support in times of need, and supporting social-emotional competence in young children. This approach serves as a one-stop integrated service continuum, supporting families to address their needs largely under one roof, with a core group of staff with whom they can build trusting, supportive relationships.

ECE Program(s) Description
Felton Institute has been providing comprehensive early care and education services in San Francisco since 1971. Felton now has ECE programs in SF’s Mission, Bayview, and Visitation Valley neighborhoods; and offers a school-readiness program for infants, toddlers, and preschoolers (2 weeks to 6 years old). Felton’s ECE programs include 4 infant, 7 toddler, and 11 preschool classrooms, which serve approximately 400 children, full-day/ year-round. These multicultural, educational classrooms provide a nurturing, developmentally challenging, and inclusive environment for very young children of low/moderate-income families. We are committed to inclusive, positive environments that build on children’s positive self-esteem and self-image.

Job Description
The Program Supervisor leads operations for an Infant/Toddler/Preschool child development program, ensuring effective implementation of FDC projects and staff coordination to meet specific goals and deadlines. This position involves supervising Head Teachers, supporting classroom staff training, and creating an inclusive learning environment for children with special needs. The role requires managing compliance with Title V, Title 17, and Title 22 regulations and coordinating the implementation of culturally responsive and developmentally appropriate curriculum. The Program Supervisor also ensures adherence to Early Childhood Education principles and provides sensitive, team-oriented leadership across all program activities.

Specific Responsibilities

Hire, supervise, and evaluate Head Teachers to ensure effective performance.
Support curriculum implementation and individualize activities for children with special needs.
Monitor compliance with state and city contracts, ensuring quality and program fidelity.
Provide demonstration teaching, consultation, and team-building support.
Oversee program compliance with licensing regulations and documentation requirements.

Minimum Qualification

BA in Child Development, Early Childhood Education, Special Education, or related field; 5+ years of management experience in Infant/Toddler or Preschool programs (Master's preferred).
Eligible for California Site Supervisor Permit or above; knowledge of Title V, Title 17, and Title 22 regulations.
Demonstrated ability to lead a team and support staff with diverse educational backgrounds.
Knowledge of Pyramid Teaching Model, PITC standards, and NAEYC Code of Ethics.
Pediatric First Aid/CPR certification and ability to lift 25-40 lbs and meet physical requirements.

FLSA Status: Exempt
Salary Range: $88,000 - $90,000 Annually (DOE)
