Auckland Council has an exciting opportunity for a Programme Change Analyst to support the successful delivery of our Group Shared Services (GSS) programme. This is your chance to support meaningful change that positively impacts how internal services are experienced across the Council Group — enabling smoother transitions, strong stakeholder engagement, and greater service adoption.
In this newly created role, you will play a key part in managing the end-to-end change lifecycle — from analysing impacts to supporting communications, readiness, and continuous improvement. Ngā kawenga matua: Key responsibilities
- Conduct change impact assessments across systems, processes, and stakeholder groups
- Support stakeholder mapping and contribute to engagement and communications strategies
- Assist in coordinating change activities including training, briefings, and support materials
- Draft clear, targeted change communications and documentation
- Monitor readiness and adoption through surveys, feedback, and data analysis
- Work collaboratively with project teams, People & Capability, and business units
- Contribute to change reporting and support continuous improvement of change delivery

You’re someone who understands the value of supporting people through change and creating a smooth, people-first experience during transformation. You bring strong communication and planning skills, and you're confident working in complex environments with multiple stakeholders.
You’re passionate about enabling the successful adoption of new ways of working and ensuring people feel supported and engaged throughout the change journey. You know how to bring clarity to uncertainty and take a collaborative, empathetic approach to your mahi.
What you might bring:
- The ability to translate change impacts into clear, actionable communications and plans
- Empathy and cultural competence in how you engage with stakeholders
- A commitment to continuous learning, including building your confidence in te ao Māori
- Strong organisational skills and the ability to manage multiple initiatives in a fast-paced environment
While not essential, it would be beneficial if you have experience working in change management within large-scale transformation or shared services environments. Familiarity with recognised change methodologies such as ADKAR or Prosci would be an advantage, along with strong communication, facilitation, and stakeholder engagement skills. Experience supporting readiness, training, and adoption activities, as well as comfort using tools like Visio for process mapping, would also be helpful. A tertiary qualification in business, change management, or a related field — or equivalent experience — is welcomed.
