Description
Essential Duties
- Initiates, plans, oversees, and conducts a variety of programs and activities to encourage the use of the library by adults including: films, concerts, reading clubs, speakers and performers, and other special events.
- Maintains and cultivates contacts with the general community, schools, other libraries, and city employees to advance library Programming opportunities.
- Assists library patrons in the use of library services, facilities, and equipment, including technology.
- Participates in outreach opportunities for community members of all ages, including babies, children, teens and adults.
- Supports library staff to provide inclusive programming and services within the community.
- Assists in setup and staffing of current weekly programs, ensuring attendees understand the task and have supplies.
- Lead and hosts weekly program offerings, within and outside of the library.
- Responds to inquiries and provides customer service, assistance, and instruction to library patrons; interprets library rules, policies, and procedures to the public.
- Supports the youth team including the children’s area customers in the use of services, facilities and equipment, including technology.
- Helps plan, coordinate and run summer reading programs, working closely with library staff, partnering organizations and participants.
- Creates training content for digital content resources offered by the library, allowing the opportunity to offer technology instruction, digital literacy workshops and hands-on help within the community.
- Assists in digital content recommendations, following the collection development policy adopted by the library.
- Makes recommendations to Library Director concerning policies.
- Data and Reporting Tasks: the Programming librarian collects and analyzes outreach statistics, prepares reports, and shares results with stakeholders to guide future efforts.
- Assists as a back-up for the circulation desk as necessary checking library materials in and out and shelving books as needed.
- Continued training to stay current on trends and needs of library users and citizens of the Hobbs and Lea County area.
- Flexible schedule required, outreach often requires evening or weekend work.

May serve on various employee committees, as required and assigned.
Minimum Qualifications
Requires a minimum of associate's degree from an accredited college or university in education, social sciences, library science, or closely-related field. Two years' experience of public relations or customer service preferred, or experience in a public library setting.
Skills, Knowledge and Abilities:
Be the advocate for library services within the Hobbs area. Network and build partnerships to further access to resources.
Ability to build relationships with library patrons of all ages.
Knowledge and understanding of the Dewey Decimal System.
Ability to establish effective working relationships and use good judgement, initiative and resourcefulness when dealing with employees, professional contacts, other administrative personnel and the public.
Ability to promote excellent customer service and public relations through a positive, approachable attitude.
Ability to be effective under changing work priorities and with frequent interruptions.
Ability to work a flexible schedule including evenings and weekends.
Ability to work independently and to complete daily activities according to work schedule.
LICENSING AND CERTIFICATIONS
Valid state issued driver’s license.

The employee must occasionally lift and/or move objects up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

The noise level in the work environment is usually quiet.
- The City of Hobbs will provide 80% to 90% Heath Insurance Coverage from Single to Family coverage.
- Employees are eligible for 100% short-term disability coverage provided by the City of Hobbs.
- Employer PERA contributions 14.8% for general, 28.775% for HPD, 30.9% for HFD.
- CDL pay - $6,000 per year (if applicable).
- PTO accruals start at 12 hours per month (144 hours per year) and progressively increase based on years of service to 20 hours per month (240 hours per year) at year 21.
- Bilingual Pay - $1,500 dollar incentive per year upon completion of yearly proficiency test.
- Education Incentive - ($1,000, $4,000, $6,000 dollars - Associates, Bachelor's, Masters; degree must be relevant to position and above the current minimum requirements of the held position).
- Longevity Pay - Begins at the completion of 10 years of service. Gradually increased.
- Retention Incentive - $600 incentive yearly with years 1-9 of completed service
- 13 Paid Holidays.
- Bereavement Leave - 5 days per calendar year per personnel rules guidelines.
- Military Leave - (120 hours per year for general, 183.75 per year for HPD, 360 hours per year for HFD).
