St. Louis County Department of Transportation & Public Works is seeking an experienced engineer to be team supervisor in the Civil Plan Review and Special Use Permit group. In this role, you will be a team supervisor for the plan review and permitting of road improvement, land disturbance, stormwater, floodplain, and utility work for residential subdivision developments, commercial site developments, public agency projects, and utility company projects.

The annual starting salary for this position will be between $78,104 - $89,273 and will be based on experience and qualifications. This position is based at the Department of Transportation & Public Works headquarters in Creve Coeur.

Examples of Duties

Essential Function Examples


  • Supervise a small team of engineers and technicians performing plan review and permit processing. Manage performance and evaluate staff under your direct supervision.
  • Assign and track the work of team members. Meet with team members and other County staff to discuss work status to ensure appropriate plan review and permit turnaround times.
  • Review work for accuracy and conformance with standards, policies and procedures, and for compliance with regulatory codes.
  • Perform plan review and permit processing.
  • Seal plans as required for design work completed under immediate personal supervision.
  • Use the Accela online permitting portal application to perform and manage work. Assist staff with the proper use of Accela, and assist applicants and others using Accela.
  • Work with other County Departments and public agencies to coordinate the planning, design, and review of permit projects.
  • Work with the public, consultants, developers, applicants, County inspection personnel and other staff to resolve design and permitting issues.
  • Perform site visits during plan review and construction.
  • Respond to inquiries regarding current and historical projects and permits.
  • Prepare reports of work.
  • Provide and coordinate training for team members. Promote independent thinking and engineering judgement in subordinates when completing plan reviews
  • Analyze and resolve work problems and assist other employees solving work problems.
  • Serve in the Supervisor, Project Manager's absence.
  • Perform other duties as required or assigned.

Experience, Knowledge, Skills and Abilities

  • Transportation and site development planning, design, review, construction, inspection, and/or maintenance experience for roads, signals, storm water drainage, grading, stormwater pollution prevention plans, floodplain development, temporary traffic control.
  • Knowledge of County, State, and Federal permits, policies, standards and specifications.
  • Knowledge of drafting, planning, engineering and surveying principles, techniques, equipment, and software.
  • Proficiency with basic computer skills: typing, managing files and folders, learning and using common software applications.
  • Proficiency in Microsoft Office Applications: Teams, OneDrive, OneNote, Outlook, Excel, Word.
  • Great customer service and strong communication skills.

Minimum Qualifications

Candidates should possess registration as a Registered Professional Engineer by the Missouri Board of Engineers, Architects and Land Surveyors and five years of related experience.

SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available. The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above.

Responses provided to the interview questions listed under the Supplemental Question heading of this posting will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. Once questions are scored, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.

The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.

All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.


St. Louis County offers its employees many excellent benefits with paid medical insurance, 20 days of PTO (paid time off) the first year and increasing with seniority, and 11-12 paid holidays. Employees hired for full time employment will participate in the St. Louis County retirement plan where they contribute 4% of their salary to the defined benefit plan with vesting after 7 years. Other benefits include: paid life insurance, a credit union, 457 Deferred Compensation Plan, pre-tax premium pay plan, dependent care and medical expense reimbursement plans, and short and long term disability insurance.

In addition to these benefits, as of January 1, 2023, St. Louis County approved up to 480 hours of paid parental leave for eligible employees welcoming new children, either by birth or adoption. The employee can also take up to 80 hours of leave for prenatal care and up to 80 hours for care of the child within the first year.
