Organisational Context


east Victoria across an area of 20,000 square kilometres. The service delivery area is bound by Corryong, Yarrawonga,
Benalla and Dartmouth. We operate 21 water treatment facilities and 22 wastewater treatment plants that service most
towns across the region. Over 200 full time equivalent staff are employed at our centres in Wodonga, Wangaratta, Benalla,
Yarrawonga, Corryong, Beechworth, Mount Beauty and Myrtleford.

Our operations are overseen by the Department of Energy, Environment and Climate Action (DEECA) on behalf of the
Minister for Water, and the Department of Treasury and Finance (DTF) on behalf of the Treasurer. We continue to invest in
innovative and long-term capital projects which contribute to the health and well-being of current and future generations.

Position Objectives

The Property Services Advisor:

  • Provides highly valued expertise in water and sewer applications and build over easements.
  • Responds to complex cases and enquiries relating to applications.
  • Provides excellent customer service, guidance and advice to customers.
  • Provides input into policies and procedures relevant to Property Services and in accordance with
legislative obligations.
  • Supports the Coordinator Property Services in identifying process improvements.
  • Assists with training for the Property Services team.

Key Responsibility Areas

  • Coordinating tasks through the Property Services inbox and cases in Salesforce.
  • Liaising with internal and external stakeholders including consultants, builders and other trades people on the
connection of water and wastewater assets.
  • Providing guidance to Property Services Officers on complex and technical applications and enquiries and resolving
complex enquiries as required.
  • Tracking and prioritising applications received from customers.
  • Providing input into systems and processes for the Property Services team.
  • Providing advice on building and as-constructed plans.
  • Demonstrated understanding of Plans of Subdivision.
  • Assisting with complaints and EWOV matters.
  • Assessing and processing applications and agreements for Build Over Easements, water and sewer connections,
Water Information Statements and property asset plans.
  • Supporting the Coordinator Property Services with projects within the team as required.
  • Carrying out any other duties as requested that are commensurate with the nature of the position.

Organisational Relationships

This role reports to the Coordinator Property Services and liaises with all internal stakeholders, peers in water corporations
or local government, government agencies and members of the public.

Accountability and Extent of Authority

  • Accountable to the Coordinator Propery Services for the provision of advice, expertise and advice to external
stakeholders and colleagues.
  • Ensuring all tasks are undertaken in accordance with the organisation’s policies, with the scope to exercise
discretion in the application of established standards and procedures.
  • The freedom to act is subject to regulations and policies and regular supervision.
  • The effect of decisions and actions taken may be significant but is usually subject to appeal or review by the

Coordinator Property Services.

Judgement and Decision Making

  • The Propery Services Advisor will need to exercise a considerable degree of independence in fulfilling the
requirements of the position within the bounds of corporation policy and procedures.
  • Ability to identify improvements to systems and processes relating to property services.
  • Ability to make decisions regarding work priorities to ensure required targets and objectives are met.
  • Ability to problem solve and provide input to customer enquiries. Guidance and advice are usually available.
  • The position will be required to carry out duties and provide information within the Corporation’s statutory

requirements.


Specialist skills and knowledge

  • Knowledge and understanding of water and wastewater applications, build over easements, information statements
and plans of subdivision
  • Organisational skills, with ability to delegate tasks from Salesforce cases and queries from customers and other
stakeholders.
  • Advanced knowledge of Salesforce and work instructions.
  • Ability to undertake research to assist with complex cases.
  • Excellent computer skills in the Microsoft Office suite.
  • High level of customer service.
  • Excellent analytical and problem-solving skills.
  • Understanding of the long-term goals of the Property Services team and of relevant policies and procedures.

Management Skills

  • Management skills are required to support staff to achieve objectives and goals, taking account of
organisational and external constraints and opportunities.
  • This position requires skills in managing time, setting priorities and planning and organising one's own
work so as to achieve set objectives in the most efficient way possible.
  • Ability to multi-task is required to achieve team and individual objectives efficiently.

Interpersonal Skills

  • Excellent customer service skills, with the ability to gain co-operation and assistance from customers,
members of the public and other employees in the administration of well-defined activities and
complaints resolution
  • Ability to liaise in a professional manner with internal and external stakeholders, including customers,
plumbers, builders, solicitors, employees and councils.
  • Ability to liaise with counterparts in other water corporations and councils to discuss specialist matters.
  • Excellent written communication skills to enable the preparation of routine correspondence.
  • Excellent verbal communication skills, both on the telephone and face-to-face, with demonstrated

conflict management skills.

Qualifications and Experience

  • A relevant degree or diploma with some relevant experience. Or lesser formal qualification with
substantial relevant experience in a customer service or property services role.
  • An understanding of property services, with an understanding of the water industry being highly
desirable.
