About the RoleWe are seeking an experienced Quality Assurance & Production Manager to lead the development, implementation, and ongoing management of our CAR 561 Parts Manufacturing Approval (PMA). This role is critical to establishing and maintaining compliant production and quality systems that support certification, manufacturing readiness, and long-term operational excellence.
In addition, this position will support and maintain the Quality Assurance and Safety Management System (SMS) for our CAR 703 Air Operator operations, ensuring alignment between manufacturing, modification, and operational quality requirements in coordination with the Accountable Executive and Transport Canada Civil Aviation.
Position Summary
The Quality Assurance & Production Manager will work to adapt our QMS to the requirements of CAR 561 and maintain it once PMA is achieved. Also, once manufacturing begins, overseeing day-to-day production and quality activities. This individual will act as the primary authority for quality management, regulatory compliance, and production control, working closely with engineering, supply chain, and leadership.
This role requires a hands-on leader who can build systems from the ground up and scale them as production ramps.
Key Responsibilities
Regulatory & Quality System Leadership
- Lead the development and implementation of a CAR 561 compliant Quality Management System (QMS) by adapting our existing ISO 9001:2015 QMS
- Act as the Quality Assurance authority for both the CAR 561 Parts Manufacturing Approval and the company’s air operations, ensuring alignment between manufacturing, modification, maintenance, operational and safety quality systems.
- Maintain and support the Quality Assurance and Safety Management System (SMS), including internal audits, corrective actions, and liaison with Transport Canada Civil Aviation as required.
- Serve as the primary point of contact with Transport Canada Civil Aviation (TCCA) with respect to QA for Parts Manufacturing and Air Operations
- Prepare and manage all documentation required for initial approval and ongoing compliance
- Ensure compliance with applicable standards (e.g. AS9100, ISO 9001, as applicable)
- Manage corrective actions and continuous improvement initiatives
Production & Manufacturing Oversight
- Establish and oversee production control, inspection, and release processes
- Ensure conformity of parts to approved design data and manufacturing processes
- Oversee configuration control, traceability, and record retention
- Support production readiness reviews and scaling activities
- Coordinate with engineering on design changes, deviations, and concessions
Supplier & Supply Chain Quality
- Maintain supplier evaluations and supplier list
- Ensure supplier compliance with CAR 561 and internal quality requirements
- Support supplier audits and corrective action follow-up
Leadership & Collaboration
- Train and mentor staff on quality and regulatory requirements
- Promote a culture of quality, accountability, and compliance across the organization
- Collaborate with engineering, certification, and production teams to resolve issues efficiently
- Provide regular reporting to leadership on quality metrics and compliance status
Qualifications
Required
- Minimum 3 years of experience in aerospace quality and/or production management, meeting the experience requirements of CAR 561.04(1)(b), preferably with experience in the manufacture of aviation fuel tanks or other safety-critical aircraft structures.
- Experience supporting or managing Quality Assurance and/or Safety Management Systems (SMS) for Air Operations is strongly preferred.
- Demonstrated experience with TCCA CAR 561 (initial approval experience strongly preferred)
- Strong working knowledge of aerospace manufacturing processes and inspection methods
- Experience interacting directly with aviation authorities (TCCA or equivalent)
- Familiarity with AS9100 / ISO 9001 quality systems
- Strong documentation, organizational, and communication skills
Preferred
- Prior experience obtaining initial CAR 561 Parts Manufacturing Approval
- Experience in a startup or low-rate initial production (LRIP) environment
- Engineering or technical background
