Job Description
The Railway Safety Manager (RSM) leads the Railway Safety function within the HSWQ Directorate and is responsible for the effective implementation and continual improvement of the major project. Safety Management System (SMS). The RSM ensures that the SMS is translated into clear, consistent and demonstrable practices across the programme, coordinating with contractors and delivery partners and internal directorates to embed safety management requirements within design, construction, testing, commissioning and operational readiness activities. The role acts as the principal focal point for engagement with the Commission for Railway Regulation (CRR) in respect of the clients transition to, and operation as, a regulated Railway Organisation, ensuring that regulatory expectations are understood, planned for, and systematically addressed.
In addition, the RSM provides authoritative advice to the Head of Regulatory Compliance on statutory and regulatory obligations, supporting informed and timely safety-related decision-making. The role interfaces across all programme directorates to assure alignment with SMS requirements, promotes a positive and proactive safety culture, and drives the maturation of safety management arrangements through monitoring, assurance, and continuous improvement.
This role will be responsible for fulfilling Railway Organisation (RO) responsibilities within the RO Safety Management System (SMS) and Railway Safety Act in relation to:
- Development of the SMS for formal acceptance by the CRR.
- Coordination and implementation of the SMS across the programme.
- Interface coordination between the client, third parties and delivery partners for SMS requirements and other aspects of railway safety.
- Managing the effective transition of the role between the client and Project Co, ensuring continuity of SMS implementation, clear allocation of safety accountabilities, and the orderly transfer of safety responsibilities, knowledge and evidence to enable Project Co to assume the organizations function.
- Integration of a broader SMS that encompasses workplace health and safety (WHS) and railway safety under a single SMS.
Additionally,
- Advises on day-to-day safety management activities led by the Head of Regulatory Compliance, providing technical guidance, review, and constructive challenge as required.
- Advises the Head of Regulatory Compliance on regulatory obligations, the client safety management strategy, and provides expert input to support informed decision-making in relation to safety matters.
Skills
- Knowledge of the Irish Railway Safety Act and the associated CRR Guidelines related to light rail.
- Knowledge of international safety standards and regulations, including CSM on SMS Requirements and the associated ERA guidance.
- Knowledge of railway engineering disciplines, including but not limited to civil, structural, signalling and train control, fire and life safety systems, etc.
- Ability to effectively engage with and manage relationships with various stakeholders, including contractors and suppliers, regulatory bodies, and internal teams.
- Excellent verbal and written communication skills to facilitate clear and consistent dialogue between all parties involved.
- Strong collaboration skills to work effectively with multidisciplinary teams and ensure cohesive programme delivery.
- Flexibility to adapt to changing programme requirements and environments.
- Strong interpersonal skills with the ability to influence and relate to individuals and groups – both technical and non-technical.
Qualifications
- A degree or equivalent in safety management or a relevant engineering discipline.
- Formal industry qualifications in safety management.
- Chartered Engineer or equivalent.
- Member of an Engineering Institution with a recognised standing in safety management (e.g. IOSH, SaRS).
Experience
- 10+ years' experience in multi-disciplinary rail programmes.
- Experience of leading the development and implementation of safety management systems on large-scale infrastructure programmes.
- Experience in establishing and maintaining constructive working relationships with independent bodies and regulatory bodies (preferably with experience of working with the Commission of Railway Regulation).
- Experience with managing railway safety teams on major programmes.
- Experience in representing railway safety at senior and executive-level panels, forums, and committees.
