Salary: $40,000-$55,000; salary commensurate with training and experience. Full-time employees of the West Virginia State Treasurer’s Office (WVSTO) are eligible for Public Employee Insurance Agency benefits and a number of other benefits available to state employees.

Nature of Work:
Under general supervision, this position serves as a liaison for local citizens, public entities, and private businesses by providing service, assistance, and education about the programs and services of the State Treasurer’s Office (STO), as well as other inquiries about governmental operations. This position uses initiative in carrying out recurring assignments. The Assistant Treasurer assures that the work is technically accurate and in compliance with instructions or established procedures. This position will be responsible for providing services to Mercer, McDowell, Monroe, Summers, and Wyoming counties. Single day travel is required.
Job Duties:
Includes some or all of the following. Other duties may be assigned.
- Provides outreach and assistance to citizens, businesses, and public entities regarding STO services and programs, as well as other government inquiries.
- Collaborates with the STO Unclaimed Property division to locate property owners, perform searches, and assist claimants with filing appropriate documentation.
- Promotes the Unclaimed Property Program, 457 Retirement Plus Program, 529 Program, Jumpstart Savings program, Hope Scholarship program, and Financial Education Programs through presentations to civic groups, public entities, churches, veteran groups, senior programs, schools, etc.
- Assists in marketing and promotion of STO Board of Treasury Investments by providing information about the program to those businesses that are eligible to participate.
- Works with Empower representative to coordinate participation, enrollment, and meetings for 457 Retirement Plus plan with state, county, and municipal entities and /or their employees.
- Attends local fairs, festivals, and community events across a multi-county region to provide information and materials about services available through STO. Monthly travel is expected.
- Travels to local conferences and/or meetings to represent STO as assigned by Assistant Treasurer or Director. This includes representing the office as appropriate at community meetings and coordinating travel days for the Treasurer when they visit assigned counties.
- Performs a variety of organizational tasks such as maintaining records, correspondence, travel reimbursement, etc.
- Performs annual imprest fund audits.
Minimum Qualifications
Must possess a valid driver’s license at the time of hire and must maintain such for duration of employment.
An offer of employment with the STO is contingent upon submission to, and satisfactory results of, any required criminal background check.
Required Knowledge, Skills, and Abilities:
- Strong oral and written communication skills.
- Ability to learn and retain knowledge of STO programs and services.
- Knowledge of the Microsoft Office Suite and in-house designed systems.
- Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
- Thorough knowledge of STO services and programs.
- Ability to work cooperatively and courteously with others.
- Temperament to communicate with a variety of personalities in a tactful, pleasant, and professional manner.
- Thoroughness and careful attention to detail.
- Ability to establish priorities, work independently, and proceed with objectives without direct supervision.

Work Environment:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Regional Treasury Representatives will attend and participate in meetings and public functions out of the office including evenings and weekend events, both indoors and outdoors. Noise levels are usually moderate.
