Position Description

This posting will be used to fill full-time, safety sensitive Road Operations Supervisor positions in the Highways Division in the Department of Public Works. This is responsible technical work in planning and supervising of road and drain maintenance and repairs in the County's largest and most urbanized maintenance and repair district.

NATURE AND VARIETY OF WORK

Work involves responsibility for assisting in the management of road, drain, and related maintenance and repair services and in assigning, scheduling, and supervising work of crews in continuing and special season maintenance. Work is performed in keeping with general policies, practices, and standards, and consultations with the Urban Roads Superintendent regarding special projects. Work is evaluated for effective performance through conferences, inspections of facilities, and review of reports.

Examples of Duties and Knowledge, Skills and Abilities

Assists Urban Roads Superintendent in planning, scheduling, and overseeing regular and special maintenance, repair, and service projects.
Acts for Superintendent in his absence.
Inspects force account and contract work for adherence to standards and specifications.
Conducts final inspection of assigned projects.
Advises and instructs personnel regarding safe and effective work methods.
Arranges for and coordinates equipment assignments for maintenance crews of the district.
Estimates material needs.
Oversees operation and maintenance of district yard.
Plans and supervises responses of men and equipment to snow or other emergencies.
Investigates and resolves public complaints about services.
Performs related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of methods, equipment, and materials of street, roadway, and drain maintenance and construction.
Thorough knowledge of established departmental standards and practices for roadway maintenance and construction, and of hazards and safety precautions appropriate to the work.
Ability to plan, organize, and supervise the work of a sizable work force divided into small crews working at different locations.
Ability to schedule equipment for work assignments.
Ability to train and supervise the work of subordinate supervisors.
Ability to deal tactfully and effectively with other organizations and with the public.
Ability to work from engineering designs and specifications and to inspect construction and maintenance for adherence to these and other standards.
Ability to maintain records of work performed and prepare reports of operations, equipment, materials, and investigation findings.

Minimum Qualifications

Education: Graduation from high school supplemented by college-level courses in surveying and civil engineering or a related field
Experience: Two (2) or more years experience in planning and overseeing the construction and maintenance of roads, drains, and other public facilities

Additional Requirements: A valid non-commercial Class C motor vehicle operator's license.

Note: The college-level courses in surveying and civil engineering or a related field may be substituted with skilled work such as: investigating inclement weather and routine damage resulting from day-to-day operations; developing snow plowing routes specific to arterial roads, collector roads, or local roads; performing conditional final inspections on new infra-structure in addition to the two (2) or more years of experience in planning and overseeing the construction and maintenance of roads, drains, and other public facilities.
