Construction Safety Manager
Responsibilities:
To perform this role successfully, the individual will be responsible for ESH Safety Manager on Construction site to manage general contractor, Risk Assessment, JSA, Safety work method, site safety inspection/guideline as per Client requirement and AtkisnRelais’s Blue book/Korea KOSHA regulation on Industrial area(Data Center) but not limited to:
- Construction Safety supervision and monitoring at designated project site involving multiple contractors and subcontractors
- The safety officer must ensure the project compliance to local statutory and regulatory requirements at all times and in all aspects
- The safety officer must ensure the project compliance to Client’s Health, Safety and Environmental Requirements at all times and in all aspects
- The safety officer is responsible for developing a positive health and safety culture throughout the project, to ensure positive outcomes. This would include both disciplinary or punishments, but should also include rewards and recognition for performance and achievement
- The safety officer is responsible for creating, reviewing, commenting, implementing, improving, and approving all safety-related documentation and processes. Then to ensure continuous improvement they will establish an audit schedule to regularly audit, update, improve, maintain, and record all safety-related documentation and processes
General Site Patrol
- Patrol all work areas and activities multiple times per week, ensuring to:
- Audit site situation, with compliance to and consideration of; tidiness, cleanliness, signages, segregation, security, PPE usage, adequacy of site supervision, adequacy of safety supervision, access equipment condition and usage, construction equipment condition and usage, commissioning equipment condition and usage, first aid and resuscitation equipment condition and usage, emergency escape route conditions, firefighting equipment, extreme weather preparedness (heavy rain, heavy wind, lightning, flooding, high temperatures, cold temperatures etc.); which should be clearly covered under Safety Documents, such as the project Safety Management Plan
- Audit site compliance to Risk Assessments and Permit to Works
- Record photos of findings, good and bad, and upload to the required location in the required format, with necessary description and follow up action

- Conduct both local statutory and regulatory inspections, with necessary documentation • Conduct Client’s health, safety, and environment (HSE) requirements inspections, with necessary documentation
Note: Assist Site Safety Supervisor regarding site patrols and inspections.
- Schedule and attend the following meetings as a strong safety advocate and leader. Including agenda preparation, meeting chairing, and preparing accurate meeting minutes
- Schedule and attend the following drills and training activities as a strong safety advocate and leader. These shall be conducted quarterly as bare minimum. Including agenda preparation and meeting chairperson:
- First-of-a-kind “Dry run” of all activities
- Emergencies and incidents
- Fire, burns and smoke
- Electrical, Electric Shock and LOTO
- Lifting
- Work at height • First aid
- Safety related equipment usage
- Temporary works
- Mobile plant and equipment
- Logistics and traffic management
- Hazardous materials
- Manual handling
- Weather preparedness
- Excavations and breaking ground (if relevant to the project)
- Lessons learnt training (from other projects or phases)
Attend the following meetings as a strong safety advocate and leader:
- Weekly project meeting
- Weekly look-ahead meeting / Construction progress meetings for the preparation of 3 week lookahead of critical (high) risk activities
- Weekly PTW meeting
Reporting – Real-Time/ Fast Reaction
It is important to have a fast and real-time communication facility and process, to ensure any danger is reacted to immediately:
- Ensure the project managers, construction supervisors, safety officers, safety supervisors, workers and other related parties have a clear real time communication method, which is not solely reliant on phone or internet connection, such as “walkie-talkie” systems
- Setup a fast written communication method between all project parties, capable of communicating pictures and videos, such as WhatsApp or Kakao Talk (to be agreed with client team)
- Ensure all unsafe actions, unsafe activities or non-compliances are actioned upon immediately. These should then be followed up through; incident process, Safety Corrective Action Request (SCAR), non-compliance “punch list” tracker and other formal documentation
- Ensure all incidents are reported quickly and in line with Client’s incident notification and reporting procedure
Stop Work or Suspension “Stop” or “Suspend” any dangerous or potentially dangerous works without hesitation. This can be done verbally, then followed by realtime/fast-reaction communication method, then finally through formal documentation/email

High Hazards/Risks List
The following list are the typical High Hazards/Risks. It should be ensured that the project is prepared far in advance of the activity, including; thorough documentation, pre-requisite lists, physical preparation, pre-inspections, pre-workshops, dry-runs, frequent audits, etc
- High Hazards/Risks List Requirements
- It should be ensured that all items within the High-Hazard/Risks List have:
- Been prepared for significantly in advance of the activity minimum 3-weeks
- Comprehensive, clear, step-by-step documentation
- Consideration of physical preparation (e.g. which construction activities or commissioning activities or inspections must be complete in advance of the high-risk activity)
- A detailed list of pre-requisites developed by all project parties (including project management consultants, design consultants, commissioning consultants, construction supervisor consultants, safety consultants, contractors, vendors, project management team, etc.)
- A “dry run” conducted before the day of the event, to ensure all steps are successfully and safely achieved, and that all parties understand the activity
Documentation Requirements It is important to define the detailed documentation list, format, urgency, and criticality at the start of the project. Including:
- Compile a detailed list of each safety-related document required as part of the project (from pre-construction to handover to operations). Taking note of statutory, regulatory, Client and Customer “A” requirements
- Share formats and expectations for each document
- Highlight the urgency or criticality of each document
- Including, but not limited to, all documents within the Safety Document List
Documentation Process It is important to define the documentation submission process, review process, approval process, frequency of updates/re-submissions, frequency of reporting at the start of the project (including, but not limited to, all documents within the Safety Document List)
Documentation Continuous Audits & Updates In line with the documentation process, and the constantly evolving/changing situation of a construction site, and the different risks and focus during each construction stage, it is necessary to constantly audit and update all documentation
Documentation Records In line with the documentation process, ensure all safety related documentation is regularly recorded, filed, and audited:
- Safety reports (from all parties)
- Safety meeting minutes
- Safety related Photos and Videos
- All Safety Corrective Action Report (SCAR)
- Stop Work Orders
- Emails to cover key topics, findings, issues, or complaints to be saved within a project folder
- All documents within the Safety Document List
Highlighted Documentation The following documentation is critical to the day-to-day site safety control. These must be thoroughly reviewed and commented if any safety concern is present or unclear:
- Permit To Work (PTW)
- Method Statement (MS)
- Risk Assessment (RA)
Note: These documents are required for ALL access and ALL activities, including; construction, access and egress, material storage, equipment storage, deliveries, boundary, and public areas, etc. There are no exceptions for when a PTW is required
- A PTW board, with all currently live permits, shall be placed at the entrance to each floor at a consistent location

Operational Safety Inspection Report
- At the time of handover, conduct a thorough site inspection of all rooms and areas. Prepare a report for the purposes of highlighting any open safety issues, from a future operations perspective
Requirement:
- Bachelor’s or College Degree in Safety Subject
- +15 years’ experience in the architectural construction
- Knowledge of Data Center Project is desirable but not mandatory.
- Engineering Construction Safety License(건설안전기사)
- The role requires the candidate to work on Saturday
- Thorough Knowledge of Korea Code and local legislative regulations / International codes regulations
- Previous experience managing site HSE requirements including main functions listed in this role is highly desirable
