Job Overview & Purpose:
Senior Analyst TM Escalations & Quality Control – RANZ is a key position within Rabobank Australian, New Zealand’s (RANZ) AML/CTF Transaction Monitoring function.. You play a strategic role in maintaining compliance with Anti-Money Laundering (AML) and Counter-Terrorist Financing (CTF) requirements.
- TM Operations Escalations: Supporting all staff across the region, you are the first point of escalation for technical and operational queries regarding alert handling, covering procedural alignment, analysis techniques and alert closure and escalation. Drawing on your expertise, you guide teams in both countries, ensuring adherence to best practices and regulatory standards.
- TM Operations Quality: Monitoring TM Alert Quality in line with defined quality standards, performing ongoing quality assurance and targeted reviews to identify areas for improvement.
- Rule Scenario Coverage: Support the rule tuning and optimisation teams to maintain effective TM rules and scenarios, minimizing risk exposure.
The role will be required to act as an SME on some projects (remedial and strategic) related to this function, provide technical advisory support on escalated matters and incident investigations.
Context of Job:
Transaction Monitoring RANZ operates within Financial Economic Crime Wholesale & Rural Operations Region Australia, New Zealand (FEC W & R Operations RANZ). This function is a critical component of the broader Global W & R FEC Operations Domain, which exists to safeguard customers, the bank, and society by detecting and preventing financial and economic crime. The domain’s vision is to become a world-class organization, delivering customer-centric and future-proof solutions through engaged and skilled employees.
FEC W & R Operations RANZ provides essential support to the Chief Operating Officers (COOs) in Australia and New Zealand. These COOs have local accountability for operating controls critical to detecting, preventing, and mitigating financial and economic crime.
As Senior Analyst - TM Escalations & Quality Control - RANZ, you play a significant role within FEC W & R Operations RANZ, helping the region align TM objectives and outcomes with the global strategy and local requirements, with a focus quality and consistency across the region.
- Support Senior Management in RANZ to run an effective transaction monitoring function, providing day-to-day support on operations management, prioritisation, and forecasting of TM alerts.
- Act as the first point of reference for analysts and senior analysts in RANZ for assistance on TM alert analysis, including technical queries on procedures, controls, work instructions, and analysis and documentation standards.
- Provide support and guidance on alert determinations and escalations where required for TM Ops team (AU)
- Ensure strict adherence to the Standard Operating Procedure (SOP) and supporting work instructions through proactive monitoring of quality across RANZ.
- Support the TM Escalations & Quality Control Lead – RANZ with the executing an annual plan of Quality Assurance monitoring for TM across AU and NZ, serving as an input into learning and development needs analysis.
- Support the TM Escalations & Quality Control Lead – RANZ with providing ongoing reporting to TM management team and broader FEC W & R Operations on quality and escalations themes, trends, risks and issues. Raise and manage incidents and findings as applicable to the TM function, in alignment with the Risk.
- Support the TM Escalations & Quality Control Lead – RANZ with maintaining the Quality Assurance framework for TM Quality Control, updating accordingly when there are changes in local or global requirements.
- Provide training and coaching to TM Analysts/Senior Analysts in collaboration to TM Operations Leads in RANZ, to uplift capability and knowledge.
- Assist in the management and maintenance of the SOP for alert analysis to ensure it meets all operational and regulatory needs.
- Provide SME guidance in relation to the Transaction Monitoring Alert Handling processes and to champion these processes across the bank.
- Be the first point of reference for all TM alert handling queries, maintaining an accurate log of themes and escalation types in order to identify continuous improvement opportunities, policy and standards enhancements, and coaching opportunities.
- Support the TM Escalations & Quality Control Lead – RANZ with orchestrating the feedback loop with First Line Monitoring, discussing and reviewing observations and implementing recommendations as appropriate.
- Support the TM Escalations & Quality Control Lead – RANZ with the Narrative Enhancement Cycle alert review and feedback sessions with the global TM function.
- Provide training to the team on new and existing typologies in conjunction with the Rule Tuning & Optimisation team , as well as ongoing changes to the SOP.
- Manage interactions and build relationships with key stakeholders in the business to represent the TM RANZ function locally and globally.
- Support management under delegation at times when the manager/Lead is unable to fulfil their duties and obligations.
- Support business testing as required (e.g., UAT, BVT).
- Build and execute continuous improvement initiatives and processes to fruition.
Essential:
- Bachelor of Commerce/Economics/Business/ Laws or relevant industry qualification or proven solid banking and finance expertise.
Desirable:
- Relevant industry body membership and/or accreditation(s)
- Minimum 5-7 years of financial crime experience gained within the Banking/Financial Services Industry, with specific focus on Transaction Monitoring alert handling, investigations or rule management.
Desirable:
- Knowledge of change management methodologies
Knowledge:
- In depth understanding of financial economic crime compliance requirements and practices in the Australian, New Zealand and EU financial services sector, gained through previous experience in this area.
- Proficient expertise of the AML/CTF rules and regulations in AU, NZ, and EU.
- Knowledge of transaction monitoring alert handling and investigation requirements across the industry.
- Understanding of Suspicious Matter Reporting/Suspicious Activity Reports requirements.
- Proficient expertise in transaction monitoring methodology.
- Ability to lead provide specialised guidance.
- Ability to provide ‘on the job’ coaching and to colleagues as part of development planning and continuous improvements initiatives.
- Influencing and stakeholder engagement – ability to establish and foster productive working relationships.
- Able to communicate and present to senior management and business partners.
