Role description:
We are seeking a Senior Heavy Civil and Earthworks Engineer to join our field-based construction supervision team in Vancouver. The role suits an engineer who has come up through heavy civil construction and who knows how large earthmoving and concrete operations actually run, what they cost in time when they go wrong, and what has to be right before the next activity starts.
This is a full-time site-based position. The Senior Heavy Civil and Earthworks Engineer supervises the heavy civil scope during Engineering Services During Construction, covering bulk earthworks and reclamation, cast in place and precast concrete structures, retaining walls, culverts and crossings, pavements and roadworks, hardstands and yard areas, site grading and drainage, temporary works and the civil interfaces with marine, utility and building packages.
The position carries Engineer of Record responsibility for the heavy civil works under supervision, including the conduct and documentation of field reviews, the acceptance of workmanship and materials, and the certification that the constructed works substantially conform with the design. The role is not a design office position and does not involve production work in design or modelling software. It is also distinct from the geotechnical field engineering function. Ground behaviour, instrumentation interpretation and ground improvement verification sit with the geotechnical Engineer of Record, and this role works alongside that person rather than duplicating them.
Role accountabilities:
In this role you will act as the Engineer of Record for the heavy civil works under your supervision. You will set and carry out the field review programme, document each review, apply your professional seal where required, and certify substantial conformance with the design documents, the specifications and the applicable codes.
You will supervise the construction of civil structures on site, covering excavation and formation, blinding, formwork and falsework, reinforcement fixing and cover, concrete placement, finishing and curing, joint and waterstop installation, precast erection and connection, and the installation of embedded items and fixings. You will hold inspection points before pour and before cover, and you will release work only when it is right.
You will supervise bulk earthworks as a construction operation, covering the sequencing of cut, haul and fill, the management of haul roads and working platforms, layer placement and control, the balance between borrow, stockpile and disposal, and the coordination of earthworks with the structures, utilities and marine fronts so that the works do not block one another. You will review the contractor plant, resourcing and production assumptions against the programme and raise the shortfall early when the numbers do not support the dates.
You will supervise roadworks and pavement construction through subbase, base, binder and surface courses, together with kerbs, drainage, culverts, crossings, barriers, signage and line marking, and you will confirm the finished levels, falls, tolerances and ride quality against the specification.
You will control setting out and survey verification for the civil works, reviewing the contractor survey control, checking as constructed levels and alignments against the drawings, and confirming that tolerances have been met before following on trades take over. You will review quantities, survey pickups and volume reconciliations to support measurement and the technical assessment of change.
You will review contractor submissions for the civil scope, including method statements, inspection and test plans, temporary works and falsework designs, lifting and access plans, concrete mix designs, material submittals and testing procedures, and you will confirm that what is proposed matches the design intent and can be built safely in the sequence proposed.
You will coordinate with the geotechnical Engineer of Record on formation acceptance, excavation support, dewatering, slope stability and ground improvement, taking the geotechnical position into your own acceptance of the civil works rather than forming it yourself. You will also manage the civil interfaces with the marine, utility, electrical and building packages, including block-outs, penetrations, plinths, tie ins and hand back of work fronts.
You will own the non conformance and corrective action process across the civil scope, support environmental controls including erosion and sediment control and concrete washout, contribute to site safety through inspections and temporary works oversight, and mentor field engineers and inspectors working on civil packages.
Qualifications & Experience:
- Minimum 15 years of engineering experience on heavy civil, transportation, ports, marine or large infrastructure projects, the greater part of it site based, with a strong field earthworks and geotechnical construction background
- Bachelor’s degree in civil or Structure or Geotechnical Engineering, or an equivalent discipline
- Registration as a Professional Engineer with EGBC, or eligibility for registration, is an asset. Registration is expected before mobilisation for candidates who will carry Engineer of Record duties and seal field review and assurance documentation. Equivalent Canadian or international registration is welcomed
- Demonstrated experience acting as, or supporting, the Engineer of Record during construction, including documented field reviews and certification of substantial conformance for earthworks and civil packages
- Demonstrated site supervision experience across bulk earthworks, ground improvement, preload and surcharge, retaining structures, pavements and drainage
- Working knowledge of CSA A23.1 and A23.2, ASTM and CSA soils and aggregate testing methods, the BC Ministry of Transportation and Infrastructure standard specifications and municipal supplementary specifications such as MMCD
- Practical familiarity with geotechnical instrumentation and the interpretation of monitoring data during construction
- Understanding of erosion and sediment control practice and of provincial and federal environmental requirements applicable to earthworks
- Ability to read construction drawings, survey data and quantity records and to reconcile them against what has been built in the field
- Sound judgement in the field, with the ability to reach a position quickly when construction is waiting on an answer
- Strong verbal and written communication skills and experience of working alongside contractors in a fast-moving construction environment
