Description:
Role Purpose and Objectives
Lead and manage the master planning and service planning process for the redevelopment of the former Yarrawonga Primary School site, following Council's resolution to acquire the site. The role applies professional project management expertise and independent judgement to guide the project from site stabilisation and due diligence through to a confirmed Master Plan, Service Plan and Business Case that will determine the future community use of the site.
The role's purpose is also to lead site governance and stabilisation oversight, stakeholder and community engagement, and cross-functional coordination across planning, engineering, asset management and building surveying disciplines, ensuring the project progresses within approved scope, program, budget and governance requirements, including regular reporting to Council's Project Governance Structure.

Skills and Experiences:

You must include a cover letter.
Tertiary qualifications in urban or town planning, architecture, project management or a related field, or substantial relevant experience.
Substantial experience developing master plans, service plans, precinct plans, policy options and capital investment recommendations in a complex stakeholder environment.
Advanced knowledge of municipal community infrastructure planning, design standards, project development and asset or capital planning.
Demonstrated ability to analyse complex issues, develop evidence-based options and provide authoritative specialist advice to senior management, the Project Control Board (PCB) and Council.
Highly developed project, consultant, budget, risk and procurement management skills, with experience progressing projects from concept through to business case and implementation.
Highly developed consultation, facilitation, negotiation and written communication skills, including the capacity to influence outcomes without formal authority.
Demonstrated ability to manage competing priorities and deliver high-quality strategic planning and design outputs within approved scope, time and budget.
