Software Specialist - In-Office Position, Pennsylvania

*Position is in-office at the County of Lycoming, Williamsport, PA.

OVERVIEW

Develops and maintains manual and automated systems throughout the county. Primarily assists with and supports third party software installs, upgrades and problems. Responsible for maintenance of existing systems, analysis and design of new systems, programming, testing, and program documentation. Reports to IT Operations Director.

WORKING KNOWLEDGE OF THE FOLLOWING:

  • Microsoft Window Servers – using VB.net, C#.net, C++.NET, WPF (Windows Presentation Foundation), SQL, HTML, XML, CSS, PowerShell, Python, Java
  • Database Technologies: SQL, Oracle, Access
  • Crystal Reports
  • COGNOS Reports
  • Advanced use and integration of MS Office desktop applications
  • IBM iSeries (AS/400)

SPECIFIC DUTIES

  • Keeps IT Operations Director informed and updated on progress of all projects.
  • Works with all application staff to advance projects and personal capabilities.
  • Consults with users to handle problems and changes as efficiently as possible.
  • Provides basic to mid-level website administration while maintaining consistent performance, appearance, and messaging via an existing CMS.
  • Provides project timing estimates to assist in the appropriate planning needs.
  • Supports and maintains existing computer systems.
  • Regularly supports third party systems and software.
  • Implements changes in manual and computerized systems according to standards.
  • Responsible for documentation of changes to computer systems according to established methods.
  • Trains and assists staff, within the office and from other departments, in the use of these changes.
  • Sees that all changes to systems provide adequate protection in the event of operator error, hardware failure or disaster.
  • Does quality work in a timely manner as assigned.
  • Occasionally does the work of a Software Analyst.
  • Handles Help Desk problems as assigned.
  • Fills in for the Operations Coordinator as needed.
  • Additional tasks as assigned.

None

WORKING CONDITIONS

Normal office surroundings. Some local travel for meetings at County facilities. Occasional day and overnight travel for training as required.

JOB REQUIREMENTS

  • This is an entry level support and development position, candidates would have up to 4 years of verifiable hands-on work experience, applicable technical certifications, and/or related education.
  • Since much of the work in development of an information system is independent in nature, a high degree of initiative is required.
  • Must submit to and pass a drug screening and summary background check per County policy, as well as an additional FBI fingerprint background check.
