The Division of Disease Control’s mission is to safeguard the health of New Yorkers through identification, surveillance, treatment, control, and prevention of infectious diseases, which is achieved through varied and interrelated endeavors of its seven Bureaus.

The Bureau of Division Management & Systems Coordination (DMSC) leads administrative, surveillance, informatics, preparedness, policy, communications, community engagement, and racial equity and social justice activities for the Division and guides the strategic use of Division resources to advance innovative and effective policies and programs.

Position Summary:
We are seeking to fill positions in the Division of Disease Control that will provide key support for DOHMH’s infectious disease control work in New York City. It is expected that the position will work up to 35 hours per week to help scale up implementation of electronic case reporting. This position will work with projects related to the Data Modernization Initiative (DMI) and will report to DMSC.

Job Duties and Responsibilities:

Work with the Information Strategy Unit to execute, implement, and maintain electronic case reporting (eCR) and evaluate eCR data.

Oversee process to routinely research, analyze, monitor, evaluate, and report on eCR to ensure data quality and reporting compliance.

Assist data quality assurance staff in the coordination of research efforts across eCR-related projects and with troubleshooting complex reporting issues.

Collaborate with health care organizations (HCOs) to implement and maintain data-driven processes, monitor and record progress, and ensure compliance with comply with reporting requirements; support eCR team by analyzing, updating, and certifying HCO onboarding status; and utilize data analysis to evaluate progress, generate detailed reports, and identify key areas for improvement.

Collaborate with the disease surveillance programs, the Division of Information Technology (DIT), and external partners to develop and maintain data-driven tools to improve the monitoring, management, and integration of eCR data; leverage these tools to support comprehensive data analysis to inform decision-making.

Manage external relationships with hospital and healthcare networks, technical support staff, and internal surveillance programs to support eCR onboarding processes, troubleshoot challenges, implement solutions, plan and implement surveys, and evaluate results.

Assist with projects to build and prepare reports and assessment tools, and interpret findings.

Help monitor system performance to ensure appropriate data transfer in a 24/7 data processing environment.

Clearly document work in letters, guides, technical manuals, and agency issue tracking tools

Prepare presentations, manuscripts, and reports describing initiatives, systems, methodologies, evaluations, and results as well as participate and represent DOHMH in conferences, meetings, and seminars.

Other duties as assigned.

Preferred Skills:

MPH or related master’s degree from an accredited college or university and a minimum of two years of experience directly related to the duties and responsibilities specified above.

Experience with Microsoft Excel, SQL, HL7, and PowerBI

Informatics experience and/or experience with electronic health record (EHR) systems.

Strong interpersonal communication and time management skills; ability to be respectful and understanding of the diverse perspectives of staff and work with them to resolve differences.

Ability to learn new data systems quickly and to comply with data integrity and security to safeguard all personal identifiable information.

Excellent communication and writing skills.

Minimum Qualifications


1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

New York City residency is generally required within 90 days of appointment.
