Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.


The Directorate of The Directorate of Corporate Services and Operations (COR) is responsible and accountable for the management of UNIDO’s human, financial and material resources, ensuring the capacity of the Organization to fulfil its mandate. The Directorate oversees a full range of financial, human resources management, procurements, information technology and general services. Additionally, it exercises the responsibility for the ethics function. The Directorate also provides guidance on security and safety matters and ensures the overall coordination of UNIDO’s response in this regard.

Under the supervision of the Managing Director of the Directorate of Corporate Services and Operations, and in close coordination with other organizational entities within UNIDO, the Division of Financial Resource Management (COR/FIN) enables the Organization to implement its mandate through high quality, accurate, innovative and timely financial services. Aiming to ensure and maintain the financial integrity of the Organization, the Division of Financial Resource Management, develops, maintains, and operates policies, systems and tools to facilitate the effective management of the financial resources at the disposal of the Organization.

The services provided include budgeting, financial control, financial planning, management of both budgetary and extra-budgetary financial resources; cash management and treasury operations; determination, management and reporting of assessed contributions; receipts and disbursements of funds, including payroll operation for Headquarters and Field staff; financial management of technical cooperation services; and accounting and reporting for both budgetary and extrabudgetary activities of the Organization. The Division chairs the Procurement Committee and the Property Survey Board, improving their procedures and enhancing financial management processes and ERP systems to ensure high-quality, automated, and digital financial services. It also provides vendor master data management support and ensures appropriate internal controls in financial management, which includes full compliance with Anti-Fraud and Anti-Corruption policies and identifying, mitigating, and monitoring key financial and fiduciary risks.

PROJECT CONTEXT

The aim is to establish a two-year roster of qualified candidates to support the implementation of financial management activities across the various units within UNIDO’s Division of Financial Resource Management. Successful candidates will contribute to the delivery of financial operations in accordance with the mandates of the following units:

  • Planning and Budgeting Unit (FIN/PBU)
  • Accounts, Payments and Payroll Unit (FIN/APP)
  • Treasury Unit (FIN/TRS)
  • Technical Cooperation Support Unit (FIN/TCU)
  • Verification and Internal Controls Function (FIN/FICV)

Applicants should demonstrate relevant experience in at least one of the core functional areas covered by these units, such as budgeting and forecasting, financial reporting, treasury and cash management, payroll and vendor payments, financial oversight, and regulatory compliance.

FUNCTIONAL RESPONSIBILITIES

Under the supervision of the First Reporting Officer, the Team Assistant is responsible for financial and administrative support and hands-on transactions in one of the below areas. The application should clearly indicate the area(s) of expertise the application is submitted for. The application can indicate one or more areas, should the candidate meet the requirements and have the required skills and expertise. (Note: the detailed ToRs will be defined at the time of appointment to a post, should the candidate be selected from the roster for a specific job opening in the Division of Financial Resource Management).

The Planning and Budgeting Unit (FIN/PBU) is responsible for managing the Regular Budget (RB) and Operational Budget (OB) and reporting on their implementation. The Team Assistant is expected to support the Unit in tasks related to:
  • Assist with preparation of expenditure forecasts and staff cost projections
  • Support alignment of available funds with assessed contributions for the Regular Budget (RB) and Programme Support Costs (PSC)
  • Assist in financial clearance and review of programmable funds and reserves
  • Support administration of the Regular Programme of Technical Cooperation (RPTC)
  • Support administration of the Innovation and Transformation Fund (ITF)
  • Perform routine administrative and documentation tasks to support planning and budgeting activities

The Accounts, Payments and Payroll Unit (COR/FIN/APP) is responsible for accounting and payments for RB, OB, TC and other funds. The Unit prepares financial statements for all funds and projects. FIN/APP also manages payments of travel entitlements. It is also responsible for payroll of all UNIDO personnel and retirees, as well as payments of vendors, in full compliance with UNIDO’s regulatory framework. The Team Assistant is expected to support the Unit in tasks related to:

  • Assist with accounting tasks for Regular Budget (RB), Operational Budget (OB), Technical Cooperation (TC), and other funds
  • Support preparation of financial statements for funds and projects
  • Provide administrative assistance in processing payments of travel entitlements
  • Assist with payroll processing for UNIDO personnel and retirees
  • Support processing of vendor payments
  • Perform routine administrative and documentation tasks to support the Unit

The Treasury Unit (COR/FIN/TRS) is responsible for managing all UNIDO cash holdings and cash flows, liquidity, currencies, incoming and outgoing financial transactions, and investments. The Team Assistant is expected to support the Unit in tasks related to:

  • Assist with monitoring and reporting on cash holdings
  • Provide administrative support for development of long-term financial policies on cash management
  • Assist in coordination with financial counterparts and partners
  • Support preparation of documentation and logistics for the Investment Committee

The Technical Cooperation Support Unit (COR/FIN/TCU) provides financial management, monitoring, control and reporting of all TC programmes, projects and activities financed from regular and extra-budgetary resources. The Team Assistant is expected to support the Unit in tasks related to:

  • Support monitoring of expenditures and budget allocations for TC resources
  • Provide administrative assistance in financial control processes
  • Assist with preparation of financial reports for TC programmes and projects
  • Perform documentation and administrative tasks to facilitate TC financial operations

The function of Verification and Internal Controls (COR/FIN/FICV) is responsible for ensuring robust financial oversight, policy compliance, strengthened mechanisms for accountability over voluntary contributions, and the continued improvement of the Full Cost Recovery (FCR) framework. The function also supports compliance monitoring, financial verification, Bank Master Data (BDM) maintenance, policy development, and system enhancements aligned with audit findings. The Team Assistant is expected to support the Unit in tasks related to:

  • Assist with financial oversight and compliance monitoring activities
  • Provide administrative assistance for the Full Cost Recovery (FCR) framework
  • Support maintenance of Bank Master Data (BMD)
  • Provide assistance in policy development and documentation
  • Support implementation of system enhancements aligned with audit findings
  • Perform routine administrative tasks to facilitate verification and internal control functions

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education: Completed higher secondary education (high school diploma or equivalent), is required. Formal administrative/secretarial/clerical training or equivalent, is desirable.

Credit towards total working experience may be considered on a year by-year- basis, up to maximum of four years, for a higher degree education (including first university degree or equivalent diploma and/or master’s degree), in a relevant field to the post.

Experience, Technical and Functional Expertise:
  • A minimum of six (6) years of working experience in the related fields such as in finance, accounting, payments and audit of the post, is required.
  • Experience in office procedures and practices, preferably within the UN system or in a multicultural environment, is required.
  • Experience with financial management, accounting standards (IFRS and/or IPSAS), budgeting, and fund administration in practice and/or international organizations is desirable.
  • Experience and proficiency in using Microsoft Office (Outlook, Word, Excel and PowerPoint), internet, is required.
  • Experience with SAP or similar ERP software is desirable.

Languages: Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language is desirable.
