Organisational Context


east Victoria across an area of 20,000 square kilometres. The service delivery area is bound by Corryong, Yarrawonga,
Benalla and Dartmouth. We operate 21 water treatment facilities and 22 wastewater treatment plants that service most
towns across the region. Over 200 full time equivalent staff are employed at our centres in Wodonga, Wangaratta, Benalla,
Yarrawonga, Corryong, Beechworth, Mount Beauty and Myrtleford.

Our operations are overseen by the Department of Energy, Environment and Climate Action (DEECA) on behalf of the
Minister for Water, and the Department of Treasury and Finance (DTF) on behalf of the Treasurer. We continue to invest in
innovative and long-term capital projects which contribute to the health and well-being of current and future generations.

Position Objectives

The Team Leader Risk & Resilience:

  • Leads and provides direction for the operation of the risk and resilience function in accordance with relevant
legislation. This includes providing leadership, coaching and mentoring to staff.
  • Leads the implementation and continuous improvement of
  • Partners with senior leaders, operational teams and external stakeholders to foster a healthy risk culture across the
organisation.
  • Facilitates the development and implementation of the Corporation’s emergency response and security
frameworks, policies and procedures.
  • Provides specialist advice across the organisation in respect to emergency and security management.

Key Responsibility Areas

Risk Management

  • Developing, implementing and maintaining
Victorian Government Risk Management Framework, relevant legislation and industry best practice.
  • Coordinating the development and monitoring of
  • Preparation of risk reporting for Management, Board and government agencies.
  • Coordinating risk assessment and evaluation processes across the business in accordance with the risk
management framework.
  • Acting as an advisor regarding risk matters affecting the organisation and supporting projects involving employees
from the business as required.
  • Fostering a healthy risk culture across the organisation.
  • Ensuring compliance with the Security of Critical Infrastructure Act 2018 (Cth), including developing, implementing

and maintaining a risk management program that complies with the Act. This includes the coordination of activities
with various organisation functions including cyber, safety, people, procurement and emergency management.

  • Participating in sector working groups related to security of critical infrastructure matters.

Emergency Management

  • Developing, implementing and maintaining
Framework in accordance with the Statement of Obligations and other relevant legislation.
  • Supporting and maintaining
Emergency Management and Business Continuity Framework.
  • Coordinating the annual review of the Emergency Management Plan and subsequent action plans.
  • Coordinating the annual emergency and resilience management exercise.
  • Coordinating the development of business continuity plans and critical infrastructure reviews.
  • Providing specialist advice and support to Incident Management and Crisis Management Teams to deliver their

objectives.

Security

  • Developing, implementing and maintaining a security posture to protect
including physical security controls, detection and response arrangements.
  • Leading the organisation’s security capital works program and providing support to internal and external
stakeholders in provision of physical security outcomes.
  • Acting as an advisor regarding security matters affecting the organisation and supporting projects involving
employees from the business as required.
  • Supporting business units in improving the level of site and personal security in line with the Corporation’s risk and
security frameworks and legislative obligations.
  • Administering security control software, including monitoring and analysis of site security alarm notifications and
incidents and maintaining contracts with external security service providers.


Other

  • Representing
management.
  • Promoting engagement with the Risk and Emergency Management Frameworks across the organisation and
supporting training and development of staff in executing the frameworks through their roles.

Organisational Relationships

This role reports to the Manager Governance, Risk and Communications and supervises the Risk and Resilience team. The
Team Leader Risk & Resilience liaises with all internal stakeholders, peers in water corporations or local government,
government agencies and members of the public.

Accountability and Extent of Authority

  • Accountable to the Manager Governance, Risk and Communications for completion of key
responsibilities as detailed.
  • The incumbent is expected to work with minimal supervision and be accountable for advice given within
their area of expertise.
  • Input into policy development consistent with the primary objective of the position.
  • Freedom to act is governed by the goals and policies of the corporation. Decisions and actions taken at
this level may have a substantial effect on the community.
  • This position has authority to authorise the procurement of goods and services in accordance with the

Instrument of Delegation Schedule 3.

Judgement and Decision Making

  • Ability to resolve problems which require analytic reasoning and comprise complex information.
  • Ability to critically review and evaluate current risk management practices and ensure ongoing relevance and
continuous improvement.
  • Demonstrated ability to research, analyse and evaluate information from a wide variety of sources.
  • Expected to use own judgement within the incumbent’s range of qualifications and experience.

Specialist skills and knowledge

  • Significant experience in the application of risk management.
  • Extensive knowledge and interpretation of Emergency Management legislation, associated Codes of
Practice and relevant Australian Standards.
  • Demonstrated understanding of the State’s emergency management framework and application of the
Australian Interagency Incident Management System (AIIMS).
  • Demonstrated ability to interpret legislation and apply it in an operational workplace to ensure
compliance.
  • Ability to prepare high standard reports and submissions for and on behalf of the Board of Directors and
Executive Leadership Team.
  • Familiarity with budgeting processes.

Management Skills

  • Demonstrated self-management skills including effective time management, organisational skills within a
complex work environment and personal initiative.
  • Ability to provide highly valued leadership to the Risk & Resilience team to work on multiple tasks often
with competing timeframes, whilst delivering and maintaining high quality outputs.
  • Ability to set manage time, set priorities, plan, and organise one’s work and where appropriate that of the
team, considering organisational and external constraints and opportunities.
  • Ability to achieve objectives within set timeframes and available resources despite conflicting pressures.


  • Ability to evaluate tasks, solve problems, manage and be able to deliver concise recommendations to
managers and other relevant staff in a logical and rational manner.
  • Ability to provide leadership, guidance, advice and training to staff across the organisation.
  • Ability to handle a variety of issues concurrently and with limited day-to-day supervision.

  • Ability to involve staff from different sections and disciplines to produce solutions and strategies
supported by those staff.

Qualifications and Experience

  • Degree or diploma level qualifications in risk management, emergency management or a relevant business field.
  • Demonstrated experience in enterprise risk management, business continuity or emergency management in a
complex organisational environment.
  • Demonstrated experience in building the maturity and uplift in risk culture, and organisational resilience
across diverse teams.
  • Practical experience in high-level involvement with management systems and interaction with
operational to senior management staff.
  • Experience in leading a high performing team to work on multiple tasks often with short and competing

timeframes, while delivering and maintaining high quality outputs.
