POSITION OBJECTIVE / OVERVIEW

To provide technical support to the Engineering Services Department through the preparation of draft capital works and maintenance programs, and minor construction plans for Shire infrastructure in accordance with Council’s annual Operational Plan and Budget.

KEY ACCOUNTABILITIES / DUTIES

Capital Works & Maintenance

  • Identify and review specific areas requiring works to be completed;

  • Assess and prioritise works and maintenance to be included in minor construction plans;

  • Prepare draft annual capital works and maintenance programs and minor construction plans;

  • Source and organise Surveyors for works as required;

  • Monitor and review works programs to ensure that they are being undertaken in a cost-effective manner;

  • Discuss and provide instruction to supervisors and works crews to improve works programs when they are not achieving in a cost-effective manner;

  • Source and organise contractors to undertake minor works;

  • Organise Ergon Energy connections as required;

  • Prepare drawings/sketches, cost estimates and traffic management plans of road works and other Shire infrastructure programs;

  • Prepare Main Roads claims for construction and maintenance works including RMPC;

  • Prepare draft works programs and budgets for shire maintenance, reseals, RMPC, flood damages, private works and TIDS Projects;

  • Prepare and evaluate Tender and major quote documents for Flood Damage and seal works;

  • Identify and report on flora and fauna (pests and natives) through to department, while conducting day to day operations;

  • Identify and report on potential cultural heritage items on TMR network;

  • Create and implement management plans for Council Gravel Pits; and

  • Ensure Council Gravel Pits are working effectively through continual review and monitoring of quantity control and reporting to the department.


Water & Sewerage

  • Undertake and record routine Shire Water quality testing (colitert, Turbidity) in conjunction with the Water and Sewerage Supervisor;

  • Conduct and provide weekly colitert testing in conjunction with the Water & Sewerage Supervisor;

  • Conduct and provide quarterly microbiology & drinking water testing in conjunction with the Water & Sewerage Supervisor; and

  • Organise and coordinate the removal and disposal of sewerage waste from TMR facilities through the engagement of contractors in liaison with TMR.

Teamwork

  • Actively participate in team meeting and training opportunities;

  • Communicate effectively with all team members; and

  • Maintain a safe, secure, and healthy work environment by following guidelines, standards, and procedures.

Other

  • Ensure own professional development in areas of legislation and industry standards and communicate any updates or matters for discussion;

  • Ensure that legislative requirements in relation to drought funding are met;

  • Build and maintain strong working relationships with internal and external stakeholders to work collaboratively to achieve high quality outcomes within required timeframes; and

  • Undertake duties within the skill level, competence and training, consistent with the applicable level within the Award, in any area of Council, as required.

WORK ENVIRONMENT and PHYSICAL DEMANDS

All employees have a duty under Section 28 of the Workplace Health and Safety Act 2011.

While at work, all Quilpie Shire Council workers must:

ORGANISATIONAL ACCOUNTABILITIES

In addition to the key duties and responsibilities, the position incumbent is responsible and accountable for adhering to Council’s Employee Code of Conduct, all Council policies and procedures, legislative requirements and supporting Council’s overall Corporate Plan and objectives including our commitment to Workplace Health and Safety.

Desired Skills and Experience

Essential

  • Minimum five (5) years’ Civil Construction experience (or related area);

  • Tertiary Qualifications in Civil Engineering (minimum of Diploma level);

  • Current General Construction Induction Card;

  • Current Queensland ‘C’ Class Driver’s Licence;

  • Ability to interpret and analyse design plans and specifications;

  • General civil design and estimating skills; and

  • High level computer literacy and information technology skills.

Desirable

  • Local Government Industry experience.
