Overview of role:
The Technical Writer is responsible for developing, maintaining and improving clear, accurate and user focused technical documentation that supports the safe, compliant and efficient delivery of water, wastewater and recycled water services. This role works closely with subject matter experts (SMEs), project teams, operational, engineering, digital, compliance and safety teams to translate complex technical and regulatory information into practical, accessible documents/instructions for internal and external users.
The Technical Writer produces and maintains high quality documentation that supports safe, compliant, and efficient operations across wastewater treatment and customer connections. The role translates complex engineering, operational, and regulatory information into clear, accurate, and user-friendly materials for operators, field crews, designers and contractors, which may be in traditional or digital formats.
The Technical Writer will standardise procedures, embed knowledge into controlled documents, and improve organisational capability in asset operations and maintenance. The role works closely with operational teams, SMEs, project teams, and compliance leads to ensure alignment to standards, safety, and regulatory requirements.
Key Responsibilities:
As our Technical Writer, you’ll be accountable for:
Develop, review and maintain Site Operating Plans and associated Standard Operating Procedures (SOPs) for Wastewater Treatment Plants including but not limited to: Process Units, Operations and Control and Routine Tasks,
Create Work Instructions, Safe Work Method Statements, Risk Assessments, and Lockout/Tag Out (LOTO) procedures tied to tasks and assets.
Produce Incident Response Guides (e.g., effluent non‑compliance, overflows)
Build Commissioning Plans, O&M Manuals, Performance Test Plans, and handover packs for capital and renewal projects.
Draft Environment & compliance procedures
Develop and maintain operational documentation for Customer Connections including but not limited to: Backflow prevention and Metering.
Create plain English customer guides, FAQs, forms, templates, decision trees, and process maps for customer service teams.
Ensure documentation reflects current legislation, regulatory requirements, industry standards and organisational policies e.g. Business Process Mapping and Notation.
Apply document control principles, version management and approval workflows.
Adhere to organisational governance, records management and information security requirements.
Provide reporting on documentation status, reviews and compliance as required.
About you:
- Demonstrated experience as a Technical Writer or in a similar documentation focused role, preferably within utilities, infrastructure, engineering or a regulated environment along with a tertiary qualification in technical communication, engineering, science, information management or a related discipline.
- Demonstrated Experience within the water or wastewater sector, or another essential services or infrastructure environment.
- Experience converting expert technical knowledge and/or specifications into clear written or digital formats for Operating Procedures, Step by step work instructions, and Customer guides. Exposure to SCADA/PLC, lab sampling programs, and capital delivery (commissioning/O&M).
- Familiarity with OH&S, environmental and regulatory frameworks relevant to water authorities.
- Experience using document management systems (e.g. SharePoint, TRIM, Objective).
- Ability to manage multiple priorities and meet deadlines in a collaborative environment.

Salary:
The salary and conditions for this position will be as per the Coliban Water Enterprise Agreement 2021 Band 4 $93,548- $112,895 + superannuation salary range will be offered to the successful candidate commensurate with their skills and experience. This role is a Fixed term position.
