DISTINGUISHING FEATURES OF THE CLASS: The Town Engineer has responsibility for planning, organizing and directing all engineering functions of the Town. The incumbent determines and establishes technical and administrative policies and procedures for the development, analysis and evaluation of engineering for final action. Under supervision of the Town Board, the incumbent performs work of considerable complexity and difficulty, requiring independent decisions and the ability to supervise the work of technical and clerical subordinates. Does related work, as required and as more fully described below

Leadership, Management, and Advisory Role

  • Manages and directs the Engineering Department, including assistant engineers, engineering technicians, and field personnel for water, sewer, and construction inspection activities.
  • Serves as engineering advisor to the Town Supervisor, Town Board, Planning Board, and other Town agencies, reporting on departmental operations, and infrastructure conditions.
  • Acts as the Planning Board’s Engineer, reviewing all subdivision and development plans, evaluating design quality and compliance with Town standards, and recommending approvals or required revisions.
  • Provides training and mentorship to engineering staff, supporting professional growth and ensuring high technical standards.
  • Offers engineering expertise and assistance to other Town departments on projects and initiatives as needed.

Capital Projects, Construction, and Quality Control

  • Responsible for Quality Control of all Town and Developer projects. Manages and directs construction inspection activities for municipal and private-sector projects, including water systems, sewer systems, roads, bridges, drainage systems, public buildings, recreational facilities, parking lots, traffic signals, waste disposal facilities, etc.
  • Completes all quality assurance reviews on all Town Design Group and Consultant’s design work to ensure compliance with Town standards, contracts, and applicable regulations.
  • Assists the Town Design Group on an as needed basis.

Infrastructure Systems and Environmental Responsibilities

  • Supervises landfill operations, including maintenance, environmental monitoring and testing, and coordination with legal, environmental, and engineering consultants.
  • Investigates and resolves public complaints related to roads, grading, drainage, and other infrastructure concerns.
  • Assists with Town’s water supply and sewer systems, including operational oversight and coordination with field personnel.
  • Manages Town’s involvement with County and City of Batavia water, wastewater and landfill agreements. Representing the Town’s best interest in the oversight of contractual terms and the review of County and City operations as they relate there to. Advise the Town Board on all activities and decisions that may be required.

Planning, Mapping, and Technical Services

  • Reviews subdivision and site improvement plans, assessing layout, sight distance, and infrastructure impacts, and recommending acceptance or modification.
  • Maintains and provides up-to-date zoning maps for public use and interdepartmental reference, including tax and planning purposes.
  • Oversight of Geographical Informational System (GIS) group.

Additional Responsibilities

  • Provide highway engineering and support to Highway Superintendent and Highway Department.
  • Uses standard computer applications (e.g., spreadsheets, word processing, databases, email, and calendar tools) to manage projects, records, and communications.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND/OR PERSONAL

CHARACTERISTICS: Comprehensive knowledge of the principles and practices of civil engineering; thorough knowledge of laws and other regulatory enactments controlling public works; thorough knowledge of the developments of current literature and sources of information in public works engineering; ability to plan and direct the work of engineers, contractors and departmental personnel in a manner conducive to full performance and high morale; initiatives; sound professional judgment; physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS: Possession of a current Professional Engineer’s license issued by the State of New York.
