Job Description

This role will lead the implementation and management of Internal Trade Compliance Program and strategic export authorization management at the Teledyne FLIR site in Täby, Sweden.
The Global Trade Compliance Site & Licensing Manager is responsible for leading the successful implementation and management of Global Trade Compliance requirements in all functional areas at the Teledyne FLIR site in Sweden (e.g. order entry, supply chain, engineering, customer service, customer support, shipping, etc.). The GTC Site & Licensing Manager will serve as the primary Point of Contact for site leadership and operations personnel and must be well rounded in all global trade compliance disciplines to effectively drive compliance. This role will require high business acumen, active engagement, and forward-thinking involvement in the business operations. The GTC Site & Licensing Manager will also play a key role in the strategic planning process and execution of day-to-day activities at the Teledyne FLIR site in Sweden. The ability to proactively identify risks and compliance challenges that may arise, support development of compliance solutions and development metrics and Key Performance Indicators to monitor the overall health of trade activities at the site will be critical.
In addition to being the primary GTC PoC for site leadership and operations, the individual will be responsible for strategic export authorization management for international shipments. The GTC Site & Licensing Lead will therefore maintain a broad internal network, connecting business operations and other GTC functions, including Customs, Traffic, Investigations and Disclosures. The GTC Site & Licensing Manager will be responsible for liaising professionally and efficiently with the Swedish licensing authorities (ISP).
Primary Duties & Responsibilities:
Trade Compliance Site Manager Täby – management of trade compliance program on site:
  • Ensuring legal compliance and providing export support within government rules and regulations, including export authorization advisory.
  • Serve as an export regulations expert and provide guidance and, where possible practical solutions, related to export control compliance requirements to business stakeholders.
  • Support trade compliance internal and external audits at Teledyne FLIR in Täby.
  • Support GTC investigation team in reviews and corrective action management.
  • Proactively identify common themes and address export compliance issues.
  • Establish and maintain effective working relationships with business senior leadership and stakeholders.
  • Perform denied party screening;
  • Identify compliance training needs as well as provide GTC related trainings internally
Export Authorizations Manager – strategic export authorizations management:
  • Ensuring appropriate license coverage in compliance with Swedish and EU export regulations associated with trading export controlled products;
  • Identify accurately export license requirements for international shipments, mainly for ML controlled products;
  • Coordinate and organize the application of export authorizations with the Swedish licensing authorities;
  • Review service and sales orders for required export clauses and identify errors and / or omissions in a timely matter;
  • Coordinate with US counterparts US re-export license requirements (ITAR and EAR);
  • Organize proficient record keeping of export authorization documentation, maintain updated databases, track in-process and pending licenses applications and use;
  • Manage and prepare license reporting requirements;
Job Qualifications:
  • Knowledge of Swedish, EU & US Export Laws and Regulations, incl. end-use/end-user assurance requirements and procedures.
  • Experience in High Technology, Defense or Aerospace environment.
  • Experience with auditing and/or U.S. consent agreements for implementation of trade compliance initiatives.
  • Experience with dealing with Swedish military and Dual Use products and multilateral control regimes.
  • Experience with collecting and analyzing data and preparing concise and timely reports.
  • Excellent communication skills. Ability to distill and communicate complicated issues (legal or technical) into easy to understand language.
  • Experience with solving complex problems using collaborative techniques. Previous program/project management experience highly desired.
  • Strong leadership skills with a willingness to lead, create new ideas, and be assertive. Able to serve as a resource to others in the resolution of complex problems and issues.
  • Able to constructively work under stress and pressure when faced with high workloads and deadlines; able to make sound and timely business decisions.
  • Strong Computer Skills: SAP (GTS module), Word, Excel, Outlook, PowerPoint. SharePoint experience beneficial.
  • Masters degree in Law, International studies, Business management or related (or experience in a similar capacity for a high tech/defense firm with large shipment volume and license management).
  • Swedish or EU citizenship
This position requires access to export-controlled information or items (i.e. regulated technology or technical data per ITAR/EAR US regulations). Applicants must be eligible to apply for and obtain the appropriate export control license from the U.S. Departments of State or Commerce.
