JOB SUMMARY
Under the general direction of management, the Contract Manager is responsible for overseeing all aspects of postal contracts, including monitoring performance, analyzing results, and addressing deficiencies in contractor performance. The role requires the preparation, maintenance, and reconciliation of various contracting records and reports while supporting both internal reviews and external audits. This position is essential for ensuring the efficient operation of the organization through effective contract management.
KEY RESPONSIBILITIES
1. Postal Contract Monitoring & Compliance:
· Maintain, monitor, and analyze all postal contracts to ensure compliance with contractual requirements, federal, state, and local regulations, and internal policies.
· Perform regular contract reviews, research, and respond to issues as they arise.
- Service & Contract Negotiation:
· Negotiate service changes with contractors and postal authorities.
· Review and manage wage adjustments and ensure they are in line with contract specifications.
- Profitability & Cost Analysis:
· Conduct profitability analysis and job costing for existing contracts to ensure financial efficiency.
· Identify areas for potential cost savings or efficiency improvements within contracts.
- Support Across Departments:
· Provide contract support to various departments (e.g., Operations, Finance, and Safety) to address issues, improve efficiency, and ensure cost savings.
- Bid Management:
· Oversee the preparation and submission of new bids and contract renewals.
· Review solicitations for interest from prospective contractors.
· Compile cost figures, complete required forms, and prepare route operational proposals.
- Payment Reconciliation:
· Review and reconcile monthly HCR payments from USPS to ensure accuracy.
· Analyze extra service payments and submit invoices for unpaid extra trips operated.
· Ensure payroll is reconciled and accurate, aligning with contract terms.
- Service Additions & Adjustments:
· Analyze and recommend the addition of new services into existing contracts when applicable.
- Documentation & Filing:
· Maintain both electronic and hard copy filing systems for all contracting-related duties and documentation.
· Ensure all contracting information is up-to-date and accessible for reference.
- Customer Service & Communication:
· Serve as a point of contact for the USPS in addressing elevated service issues and concerns.
· Provide excellent customer service and resolve contracting problems and inquiries effectively.
· Prepare written responses to routine inquiries as needed.
- Policy & Operational Improvements:
· Advise management of significant problems or gaps in operational procedures that may lead to deficiencies.
· Recommend policies and practices that can help avoid future operational issues.
- Meetings and Training:
· Attend meetings and training courses to stay updated on changes in regulations, postal services, and best practices in contract management.
- Additional Duties:
· Perform other duties as assigned that align with the goals of the department and company.
Job Requirements & Qualifications:
- Education: Bachelor’s degree in business, Logistics, or related field.
- Experience: Proven experience in contract management, particularly within the postal or logistics industry, is highly preferred.
- Skills:
· Strong negotiation skills, with the ability to manage contractor relationships.
· Analytical skills for profitability analysis, job costing, and contract reconciliation.
· Proficient in Excel, TMS (Transportation Management Software), and other relevant business tools.
· Attention to detail and ability to manage multiple tasks simultaneously.
· Excellent oral and written communication skills for both internal and external stakeholders.
Physical Requirements:
- Primarily office-based, with occasional travel to meet with contractors or attend industry-related meetings or training.
Job Type: Full-time
Pay: $75,000.00 - $100,000.00 per year
