Department Information
A critical strategy to reduce emissions in Colorado is electrifying the transportation sector - cars, trucks, buses, and bicycles. Colorado has one of the highest market shares for electric vehicles (“EVs”) in the country, but we have a long way to go to reach our goal of 940,000 EVs on the road by 2030. To achieve this aggressive goal, we provide direct funding for installation of charging stations across Colorado, so drivers can get anywhere in the state in an EV. We also support incentives to purchase an EV or electric bicycle (“e-bike”), we advocate for improved electricity rates that make it cheaper to own an EV, and we provide education and technical support to consumers and fleets on the environmental and financial benefits of EVs.
Thanks to federal and state legislation, Colorado has received a significant amount of funding to accelerate transportation electrification. This presents a unique opportunity for the successful candidate to use this funding to make real and measurable change. This position will be part of the E-Mobility Team, a subset of the Transportation team, which is leading development, implementation, and management of electric transportation programs. The position will work closely with team members to administer EV rebate, e-bike rebate, e-bike tax credit, and other electric transportation programs. The position will also be responsible for participating in other transportation programs offered by CEO in various capacities.

This position will be partially funded by the Community Access Enterprise (“CAE”). In 2021, the Colorado legislature created the CAE to support statewide use of electric transportation options. CAE invests in transportation infrastructure that makes it easier for Coloradans to transition to electric vehicles. It also provides funding to offset the cost of electric vehicles, e-bikes, and other electric alternatives to gas- and diesel-fueled vehicles.
Description of Job
Starting Salary Range: $62,998.00 - $73,500.44 Annually
- This position is eligible for a hybrid working arrangement with the contingency of appearing in-person at our Denver downtown office a minimum of once a week.
Program Management Support
- Assist the E-Mobility Team in administering electric transportation programs, including: Community Accelerated Mobility Project (“CAMP”); Vehicle Exchange Colorado (“VXC”); e-bike grants, rebates, and tax credits; and other offerings.
- Support issuance and management of program contracts and purchase orders, including: procurement and contracting; reviewing and approving deliverables and invoices; and monitoring vendor and grantee performance.
- Assist in tracking and reporting on program budgets, including: contractor and program-related expenditures; and ensuring adherence to state and federal funding requirements.
- Help develop, monitor, and report on progress toward program goals and milestones; respond to Colorado Open Records Act (“CORA”) requests; and participate in the evaluations of program and policy outcomes.
- Support the e-mobility team in the continuous improvement of all existing e-mobility programs
- Support in the development of new and innovative e-mobility programs through planning, conducting stakeholder engagement, and researching potential programs.
- Participate on Request for Application (“RFA”) and Request for Proposal (“RFP”) evaluation teams.
- Other programmatic and project responsibilities as assigned.
Policy
- Support the Transportation Team’s work around policy at the Public Utilities Commission, Air Quality Control Commission, and the State Legislature.
- Assist in reviewing policy proposals and proceeding materials and in writing testimony.
Data
- Data collection, entry, and analysis for e-mobility programs
- Processing of e-bike affidavit forms
- Assist with development of an e-bike tax credit tracking system.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Required Qualifications:
Minimum of one (1) year of professional experience.
Strong time management and organizational skills in addition to the ability to manage a number of competing priorities.
Strong written, oral, and presentation communication skills.
High level of initiative and the ability to work both independently and in a team environment.
Experience in project management, developing and tracking budgets, and data collection and reporting.
Knowledge and experience with electric and zero emission vehicles, e-bikes, charging/fueling infrastructure programming, and/or mobility.
Knowledge and experience related to digital accessibility requirements.
Knowledge and experience related to policy in transportation, energy, and/or a related field.
Strong computer skills, including Microsoft Office and Google Workspace.
