Urban Resiliency Manager

SUMMARY

The Urban Resilience Manager guides the vision, protection, and expansion of a resilient, sustainable urban environment to promote public health, environmental equity, and quality of life. They establish a city-wide flood mitigation plan and direct the implementation of the Hazard Mitigation Plan. They also develop green infrastructure management best practices, including city-wide tree canopy and its care, and work towards a city-wide stormwater management plan.

The Urban Resiliency Manager is focused on assessing vulnerabilities and developing policies, projects, and priorities to make Pawtucket more resilient to changing climates. The manager also identifies resources to support resiliency initiatives and partners with state and regional agencies and programs.

NOTE: This is a grant funded position.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Include the following. Other duties may be assigned.

  • Identify significant areas of flooding concern in the City
  • Address and investigate solutions for flood mitigation
  • Follow the Hazard Mitigation Plan, FEMA Community Rating System (CRS), provide annual reporting, attend meetings with state and federal agencies
  • Works with the Department of Public Works, Parks Department, and Planning Department to promote and protect City greening initiatives, public spaces, and tree planting
  • Manage tree planting program, including budgeting, contracting, and managing maintenance staff
  • Performs all duties of the City Tree Warden
  • Prepare specifications and bids for contract work related to high-quality care and maintenance of green infrastructure in the city. Approve contractor work, process invoices, and manage budgets.
  • Identify areas of stormwater control issues and work with engineers to establish a stormwater management plan
  • Manage the RIPDES Small MS4 annual report
  • Identifies and provides strategic energy reduction and renewable energy initiatives
  • Build relationships with RIDEM, NBC, RIDOT, FEMA, SNEP, EPA, and RI Infrastructure Bank to collaborate, partner, and leverage resources and expertise and follow State Resilience Initiatives (Resilient Rhody, etc.).
  • Works with City Planning and DPW on the management of green infrastructure grants and oversees training of its care and maintenance
  • Grant writing
  • Develop goals, priorities, and strategies to minimize climate change impacts for a sustainable Pawtucket future

SUPERVISORY RESPONSIBILITIES

· Supervises/manages a group of city employees, contractors, committee members, or volunteer groups.

· Carries out supervisory responsibilities per the City of Pawtucket policies and applicable laws.

· Responsibilities include training employees, planning, assigning, and directing work, evaluating new employees, disciplining employees, addressing complaints, and resolving problems.

EDUCATION and/or EXPERIENCE

· Bachelor’s degree or Master's preferred from an accredited college or university in environmental policy, resiliency, sustainability, or a related field.

· Candidate has demonstrated leadership and skill to leverage resources and partnerships and has the vision to build on current programs to achieve a healthier, more equitable urban environment and life quality.

· 3-5 years of experience in resiliency, sustainability, or environmental policy fields.

· Valid RI Arborist license or must obtain an arborist license within one (1) year of appointment.

· Experience in project management and coordination of work across disciplines and organizational boundaries.

· Ability to provide a strategic approach to delivering energy reduction initiatives, expanded GI improvements, and stormwater management.

· Experience working with volunteers, community groups, and non-profit organizations for tree planting, mapping, and data collection.

· Ability to identify grant opportunities and experience in grant writing.

· Team player and collaborative mindset.

· Excellent data presentation, written or oral communication, and reporting skills.

· Commitment to anti-racism, equity and inclusion in planning and program implementation.

· Second language preferred.

LANGUAGE SKILLS

Ability to read, analyze, and interpret standard scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or business community members. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. Fluency in multiple languages is preferred.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, plane and solid geometry, and trigonometry fundamentals. Applying fractions, percentages, ratios, and proportions to practical situations.

CERTIFICATES, LICENSES, REGISTRATIONS

Valid Driver’s License,

A valid arborist licensed from the State of Rhode Island or an employee must obtain an arborist license within one (1) year of appointment.

PHYSICAL DEMANDS

The physical demands described here represent those that an employee must meet to perform the essential functions of this job successfully. While performing the duties of this job, the employee is regularly required to sit, use hands to finger, handle, or feel, and talk or hear. The employee is occasionally required to stand, walk, reach with hands and arms, stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, and color vision. WORK ENVIRONMENT

The work environment characteristics described here represent those an employee encounters while performing the essential functions of this job. The employee is frequently exposed to different types of weather, including, but not limited to, hot, wet, cold, and humid conditions, moving mechanical parts, and outside weather conditions. The employee is occasionally exposed to high, precarious places, fumes or airborne particles, and vibrations. Must be physically capable of moving about on a construction work site and under adverse field conditions. The employee is occasionally exposed to high, precarious places and mechanical equipment vibrations. The noise level in the work environment is usually moderate to loud.

Job Type: Full-time

Pay: $90,000.00 - $115,000.00 per year
