Job Description
Job Summary
Reporting to the Waste Diversion Program Manager, the Waste Diversion Contract Supervisor leads the administration and implementation of product stewardship programs, waste diversion activities and engagement of interested parties related to waste diversion, recycling and organics collection at Multi-Residential (MR), Mixed-Use (MU) and Industrial, Commercial and Institutional (IC&I) properties and ancillary waste management services. The position’s mandate includes overseeing contractor performance, implementing pilot projects, administering diversion programs, educating service clients and conducting investigations related to compliance with the Region’s Waste Management System By-law.
Education
- Post-secondary diploma in Business, Environmental Studies or an equivalent field of study.
- Additional courses in Waste Management and/or By-Law enforcement are an asset.
- Additional courses with the Municipal Law Enforcement Officers’ Association of Ontario (MLEOA) are preferred.
- An equivalent combination of education, experience and qualifications may be considered.
Knowledge
- 5 years of experience in contract management and engagement of interested parties in a waste management setting. By-law enforcement experience is an asset.
- Demonstrated waste management experience in a municipal setting is preferred.
- Knowledge of contract administration principles applied to vendor performance management, risk management and program performance metrics reporting.
- Demonstrated knowledge of the Occupational Health and Safety Act, Transportation of Dangerous Goods Act, WHMIS, Regulation 347 of the Environmental Compliance Approvals (EPA) and the Waste Free Ontario Act.
- An Environmental Practitioner or Certified Waste Auditor designation would be considered an asset.
- Must successfully obtain certification as a Municipal Law Enforcement Officer, within one year of commencing employment.
Responsibilities
Administers and supervises the implementation of various waste diversion contracts, to ensure efficient and effective service delivery to residents of Niagara and that contractor(s) are performing work in accordance with Niagara Region’s program and policies. (50% of time)
- Ensures that services are delivered in accordance with contractual requirements and service level expectations, by overseeing contractor performance, analyzing regulatory compliance and permitting requirements and maintaining a consistent contractor monitoring system.
- Reviews recorded transaction information, related to the Region’s Multi-Residential (MR), Mixed-Use (MU), and Industrial, Commercial and Institutional (IC&I) properties recycling and organic programs, Special Events Recycling and Organics (SERO) collection, the Household Hazardous Waste (HHW) program, the Electrical & Electronic Equipment (EEE) program, batteries, dry wall, mattress, textiles, and reusable goods drop off program to validate cost and revenue.
- Provides guidance on waste audits and reports required by the regulatory agencies, and the Region’s waste diversion programs, including the waste diversion in multi-residential buildings, depot diversion programs, corporate waste reduction initiative and pilot projects.
- Prepares and/or assists in the preparation of reports, recommendations and other documents to Standing Committees and/or senior management with program developments and updates.
- Oversees HHW depots operations through quality assurance of the work of service providers for facility operations and materials transport, provision of required inventory of all equipment, materials & supplies and facilitating sign-off and submission of Transportation of Dangerous Goods (TDG) documentation.
- Administers budget tracking and reporting for related expenditures.
- Assists the Program Manager in preparing specifications for tender documents such as REOIs, RFPs, RFQs, terms of reference, specifications, purchasing documents and provides expert advice and direction to Procurement staff in the preparation and evaluation of tender documents, request for quotations, and contract amendments.
- Investigates, prepares and issues notices of default to contractors and end markets buyers.
- Conducts investigations related to contract compliance, waste collection policies and by-law enforcement.
- Participates in the development and/or revision of operating policies and procedures, as required by Management, to establish standards and common practices for administering the Region’s waste collection programs.
- Helps ensure safety of contractual staff by reporting violations or unsafe practices.
- Acts as representative to the public for external or internal committees for collaborative work.
- Leads monthly and quarterly operations meetings with contractors to review performance indicators and identify/resolve service deficiencies and work failures, while promoting a culture of partnership that is client-centered and service-oriented.
- Escalates contentious contractual issues to the Program Manager, as required.
- Provides efficient and safe service to Niagara residents by conducting occasional site visits to perform field inspections as necessary.
- Adapts to changing work priorities in an operational environment.
Supervises staff, coordinating and planning work, providing work direction, assigning tasks and projects, determining methods and procedures to be used, monitoring quality of work, resolving problems and ensuring assigned results are achieved. (20% of time)
- Enables results with the organization’s human capital strategy to foster employee engagement.
- In conjunction with the Manager provides training and development, coaching and discipline when necessary, and manages staff recruitment.
- Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
- Ensures staff has the information and resources to make successful plans and decisions.
- Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
- Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department.
- Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
- Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures.
- Fosters collaboration and teamwork, to deliver high quality work with minimal supervision.
Implements enforcement action in accordance with Niagara Region’s Waste Management By-law. (20% of time)
- Oversees the issuance of compliance notices and letters to residents, property owners and industrial, commercial and institutions not in compliance with the Region of Niagara Region’s Waste Management By-law.
- Issues Notices of Violation, Orders, Part I and Part III processes of the Provincial Offences Act for non-compliance for by-law violations related to the Region’s Multi-Residential (MR) /Mixed-Use (MU) and Industrial, Commercial and Institutional (IC&I) properties’ recycling and organic programs and the HHW program.
- Acts as By-law Enforcement Officer in the prosecution of violators of the Region of Niagara Region’s Waste Management By-law.
Customer Service (10% of time)
- Reviews, investigates and responds in a timely manner to questions, comments, complaints and requests for information relating to waste management services, to educate service clients, ensure customer satisfaction and improve efficiency.
- Maintains positive relationships with local municipalities, and other interested parties.
- Reviews waste management service levels for further diversion opportunities, by analyzing and summarizing information gathered through research, public consultation and pilot programs.
Performs other related duties and responsibilities as assigned or required.
Special Requirements
- Must possess and maintain a valid and unrestricted specified license for the class of the vehicle operated (G licence).
- Regional staff strive to enable the strategic priorities of council and the organization through the completion of their work. Staff carry out their work by demonstrating the corporate values.
- Position may be subject to occasional after-hour/weekend call-ins.
