Under the general guidance of the Water Production Superintendent, this position supervises multiple employees and performs preventive and corrective maintenance, as well as emergency repairs, on water pumping stations and elevated storage towers. The position requires advanced troubleshooting skills related to pumps, mechanical systems, and electrical controls.

This role is responsible for compiling, analyzing, and maintaining operations across 143 water facilities, including 109 booster pump stations and 4 elevated towers, supporting approximately 25,000+ residents and 349,000 active connections.

This is a safety-sensitive and/or DOT position. The employee is required to participate in random drug testing in accordance with City policy.

Job Functions



The intent of this job description is to provide a representative summary of the major duties and responsibilities performed in this position. Employees may be required to perform job-related tasks other than those specifically presented in this description.

  • Schedule and prioritize daily work assignments for subordinate personnel
  • Identify repair needs and procure materials for repair/replacement of equipment
  • Troubleshoot, diagnose, and perform repairs on electrical, mechanical, level control, and pumping systems associated with pumping facilities and water system equipment
  • Support contractors and other departments during the design and construction of water infrastructure projects
  • Compile and analyze data from daily logs and operational activities to ensure pumping stations meet State regulatory requirements
  • Review construction plans and recommend changes for pumping station upgrades or new development
  • Assist in budget development and tracking
  • Maintain work order systems and other applicable software
  • Manage inventory of parts, tools, and equipment
  • Perform all other related duties as assigned
  • Respond to after-hours emergencies and work flexible hours, including evenings, weekends, and holidays, and participate in a rotating on-call schedule (approximately every 6–8 weeks).

SUPERVISORY/BUDGET RESPONSIBILITES:
  • Directly supervises employees
  • Conduct ongoing maintenance and field training

Qualifications

Required Licenses or Certifications

  • Class C Groundwater Operator License, issued by the Texas Commission on Environmental Quality (TCEQ)
  • Valid Texas Driver’s License
  • Ability to obtain within two (2) years of employment NCCER Electrical Level I Certification
  • Ability to obtain within two (2) years of employment a Class B Groundwater Operator License (TCEQ)

Preferred:

  • Three (3) years of supervisory or lead experience

Supplemental Information

Knowledge of:

  • Pump operations and hydraulic troubleshooting
  • Industrial electrical controls, programmable logic controllers (PLC), and interpretation of electrical schematics
  • Water system components, including flow control valves, water wells, tank mixers, ground storage tanks, and elevated storage tanks
  • Supervisory Control and Data Acquisition (SCADA) systems
  • Chemical feed systems


Skill in:

  • Pump and motor maintenance, including troubleshooting and repair of water pumping equipment and facilities
  • Use of SCADA, work order systems, and other maintenance software
  • Time management and prioritization of workload
  • Interpersonal skills to develop and maintain effective working relationships
  • Microsoft Outlook, Word, Excel, and PowerPoint


Ability to:

  • Use proper tools and equipment to perform mechanical and electrical repairs to water pumping equipment and building facilities
  • Follow procedures for maintenance, asset management, and recordkeeping
  • Review construction plans and recommend applicable changes
  • Communicate effectively and manage a scheduled workload
  • Work well in a team-oriented environment

Work may be performed in adverse weather conditions, including high temperatures, humidity, prolonged sun exposure, rain, and sleet. Duties require physical exertion up to 50 pounds, including lifting, pushing, pulling, and carrying objects and supplies.

This position requires frequent walking, sitting, kneeling, crouching, crawling, climbing, balancing, reaching, twisting, use of foot controls, and fine dexterity, along with constant awareness of surroundings using vision, hearing, and verbal communication.
