Child Support Supervisor

Chaffee County Department of Human Services seeks a Child Support Supervisor. This position is responsible for overseeing a team of child support professionals, managing daily operations, and ensuring the accurate and timely delivery of services in compliance with local, state, and federal regulations. This role combines direct staff supervision, case management, policy implementation, and program oversight. The supervisor supports a balanced caseload, leads team development, and serves as a subject matter expert in child support and public assistance eligibility. Key responsibilities include performance management, legal and investigative support, workflow optimization, and interagency collaboration. The position requires strong leadership, communication, analytical, and organizational skills, along with a comprehensive understanding of Colorado child support statutes and administrative procedures. Must have a high school diploma, 4 years of child support experience, and a valid driver’s license with an acceptable motor vehicle record.

POSITION SUMMARY:

This position oversees the administration of Child Support Enforcement in accordance with the State of Colorado Regulation Manual, Volume VI. Responsibilities include locating non-custodial parents, establishing paternity and child support obligations (including health insurance), reviewing orders for modifications, and enforcing and collecting support payments. The supervisor will lead a team of technicians in performing complex technical tasks while planning, organizing, and directing unit operations. Additional duties include processing accounting entries in the Automated Child Support Enforcement System (ACSES) and monitoring performance metrics and collection data as issued by the State of Colorado.

In the event of a local emergency due to an actual or threatened disaster, County employees may be required to provide services during the emergency and for a subsequent period of assessment and recovery.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Supervises and directs staff.

o Exercises direct, first-level supervision of unit employees, which includes assigning workloads, setting priorities, and monitoring performance.

o Hold individual and group meetings to coach staff, share information, and clarify rules, regulations, policies, and procedures.

o Establishes performance plans and sets individual goals; conducts evaluations and offers regular feedback.

o Addresses performance or conduct concerns through counseling or appropriate disciplinary action to enhance functioning and team dynamics.

o Approves, limits, or denies leave requests; interviews and recommends candidates for hiring; processes recommendations for promotions, transfers, or terminations.

o Oversees the training of new employees and organizes staff assignments for ongoing development.

o Organizes and leads staff meetings while providing ongoing communication and support.

  • Manages workflows and operations.

o Organizes and schedules daily operations, staff coverage, and workflow to ensure timely, accurate, and efficient service delivery.

o Reviews and adjusts caseload assignments, deadlines, and procedures based on staffing, policy changes, or client needs.

o Monitors progress for accuracy, timeliness, workload balance, and compliance with regulations.

o Maintains an individual caseload of around 100 cases as needed and supports staff during peak workloads or challenging cases.

o Utilizes comprehensive computer applications for case management, documentation, and reporting.

  • Program oversight and policy implementation.

o Participates in program planning and offers recommendations for policy and procedure improvements.

o Oversees legal service contracts and participates in task forces or special projects as necessary.

o Acts as a subject matter expert on child support and public assistance eligibility issues.

  • Client and public relations

o Responds to inquiries, complaints, and information requests from clients, the public, or external entities both verbally and in writing.

o Investigates complaints regarding unit actions and offers responses or solutions.

o Organizes community outreach or in-service presentations at least once a year to inform and educate about child support and public assistance programs.

  • Legal and Investigative Functions

o Assists in fraud prevention and detection, including paralegal-level case review and resolution of complex or questionable cases.

o May assist in criminal investigations and testify in court as necessary.

o Determines whether to pursue actions administratively or judicially based on case evaluations.

o Acts as an evidentiary hearing officer for the department when required.

  • Budget and resource management.

o Reviews unit needs and recommends changes in staffing, equipment, and supplies to support efficient operations.

Contributes to developing departmental budgets through data and resource planning.

  • General Requirements

o Attends meetings, training sessions, and classes as requested by leadership.

o Familiarity with standard business software, including word processing, spreadsheets, presentation tools, and databases.

o Proficient in navigating complex computer systems and interfaces such as ACSES and State databases.

o Skilled in legal reading, comprehension, and writing, with accurate use of legal terminology in alignment with Colorado law.

o Thorough understanding of Colorado Revised Statutes (C.R.S) Titles 14 and 19, Colorado Code of Regulations (C.C.R) Volume 6, and the Uniform Interstate Family Support Act (U.I.F.S.A) Title 14, Article 5.

o Familiarity with community resources for client referral and support.

o Knowledge of human behavior and social work principles as they apply to child support services.

o Understanding of related agency programs and services to support effective interagency collaboration.

Knowledge of interviewing techniques and crisis intervention strategies to assess and respond to client needs effectively.

MINIMUM EDUCATION AND EXPERIENCE

  • High School Diploma or GED equivalency required.
  • Four (4) years of experience in Child Support or supervision in a related field.
  • Five (5) years of customer service experience required. Two (2) of the five (5) years must be in public assistance. A bachelor’s degree from an accredited four-year college or university can substitute for three (3) years of the required customer service experience.
  • Ability to become certified in Administrative Process (APA)
  • Valid driver’s license with an acceptable motor vehicle record.
  • Must have an acceptable background check.

PREFERRED EDUCATION AND EXPERIENCE:

  • Bachelor's degree with an emphasis in Social Work, Psychology, Behavioral Sciences, Human Services, Business, or Public Administration field.
  • One (1) year of experience in a supervisory role.

PHYSICAL REQUIREMENTS:

  • Ability to conduct activities involving extensive sitting. Stands 10% of the time, walks 20% of the time, and sits 80% of the time.
  • Ability to lift and/ or carry, push, pull burdens weighing up to 50 lbs.
  • Ability to grasp and manipulate office equipment, hand tools, and similar other tools and materials.
  • Ability to conduct activities involving stooping, kneeling/ bending, crouching, twisting, and reaching on a moderate basis.
  • Ability to participate in routine conversation in person or via telephone, and distinguish telephone, printers, computers, and other auditory tones.
  • Ability to distinguish small objects at near and far distances in both bright and low light.
  • Ability to perceive depth and see objects within a wide field of vision.

ENVIRONMENTAL CONDITIONS:

The majority of this position’s duties are performed indoors or in a protected environment. The employee may be exposed to noise, mechanical and electrical hazards, and other related hazards associated with an office environment.
