Overall, Purpose of Job:

The Childcare supervisor will have a leadership role within the overall Early Learning and Care (ELC) and School Age Childcare (SAC) management team. He/she will be able to demonstrate strong management skills together with excellent communication skills.

He/she will support the Manager in the efficient coordination of the daily running of the centre in line with Childcare Preschool Services Regulations and our Childcare Services policies and procedures.

The Childcare Supervisor will be the ‘Person In Charge’ in the absence of the Manager.

He/she will be the lead person responsible for the implementation of a play-based curriculum that supports all childrens development, abilities and diversity in line with best practices

He/she will be responsible for the ongoing professional development and supervision of the Room Leaders and/or Educators within the service.

He/she will support the Manager in ensuring that service is appropriately prepared for a TUSLA/DEIS inspection.

As part of the services management team, he/she will support the implementation of all company policies & procedures and practices. Partnership with other staff, parents, families & outside support agencies and professionals is expected.

The Childcare supervisor will demonstrate leadership within in the following areas:

Leadership and Management

· Support the Manager in the implementation of all company policies & procedures and practices including the company’s grievance procedure and associated policies and staff handbook.

· Responsible for the ongoing professional development, support and supervision of the Room Leaders and/or Educators within the service.

· Responsible for the implementation of all company policies & procedures in conjunction with the Childcare supervisor and Voluntary Management Committee

· Be an advocate and show leadership in delivering best practice in Early Childhood Care & Education by keeping up to date with current research and trends in the ELC sector and sharing that with the team and beyond.

· Seek external support for mentoring and developing your own leadership skills where appropriate and through Roscommon CCCs Mentoring Support Programme and Communities of Practice.

· Responsible for developing a staff professional development and skills assessment plan for yourself and all staff you are responsible for.

· In conjunction with the Manager, ensure that all staff under your responsibility in the service comply with the employee code of behaviour and the code of behaviour for children.

· In conjunction with the Manager be responsible for ensuring that the adult/child ratios is adhered to and that adequate cover is in place as required in conjunction with Manager

· To plan, prepare and take part in all special events, outings and visits in conjunction with the Manager & Staff team

· Support the manager in the effective operation of the IT function

· To develop effective links with the community and other agencies and facilitate visitors to the centre.

· Be responsible for ensuring all staff under your supervision avail of their annual leave and TOIL as per the staff handbook and associated policies & procedures

· As a key holder you are responsible for the security of the centre. This key should be kept on your person at all times.

National Childcare Schemes/Other Funding

  • In the absence of the Manager and in conjunction with the administrative team be responsible for ensuring the service is compliant with all DCEDIY funding programmes
  • Attend training regarding the national childcare schemes and seek support from Roscommon CCC as required

Welfare & Development of the Child

· Be an advocate for children’s rights and ensuring best outcomes for all children.

· Be the lead person responsible for the implementation of a play-based curriculum with educational content in line with Síolta the national quality framework and Aistear the national curriculum framework ensuring it supports all childrens development, abilities and diversity in line with best practices and meets the individual needs of all children attending the service

· In conjunction with the centres Room Leaders, be responsible for ensuring that the services implementation of a daily routine for the children which offers a wide variety of play and learning activities and allows for the creative, physical, imaginative, social, sensory, emotional, intellectual and linguistic development of the child.

· In conjunction with the centres Room Leaders be responsible for ensuring that the principle of confidentiality is fully observed in relation to any personal details regarding the children and the service and in keeping with our services children first safeguarding statement/policy, confidentiality policy and data management policy by all management/staff team

· In conjunction with the Manager, be responsible for the overall safety and welfare of the children accessing the service.

· As per Children First, 2017 as an employee of our ELC/SAC service you are legally a mandated person.

· As deputy designated Person (DDLP), ensure that the Children First National Guidance for the Protection and Welfare of Children are being followed in relation to child protection concerns & in line with our centres child safeguarding statement and policies/procedures.

· As our services DDLP and in the absence of the Manager/DLP, you be responsible for reporting any child protection concerns to the statutory authorities (TUSLA & Garda) and the VMC on a needs to know basis.

· In conjunction with the Manager ensure that the service is operating to the standards of and adhere to the Childcare (Preschool services) Regulations 2016 and all other relevant legislation and regulations.

· In conjunction with the Manager liaise with Tusla and DEIS inspectorate regarding regulatory requirements

Health & Safety:

· Support the Manager & Staff team to ensure the services Health & Safety policies & procedures are in place and up to date with legislation and best practices

· Support the Manager and staff team to carry out regular safety risk assessments for the safety of all in the centre

· In conjunction with the Manager ensure staff under your supervision have access to current appropriate first aid training staff and that the environment is safe and free from hazardous conditions for the children, staff and customers.

· In conjunction with the Manager support the undertaking of monthly fire drills

· Be aware of the Health and Safety at Work Act 2005 and its contents.

· In Conjunction with the Manager and Staff under your supervision ensure that any incidents/accidents that happen in the service are recorded and appropriate follow up in place

· Keep the Manager informed of possible health and safety concerns in order for them to be in a position to risk assess and rectify if appropriate.

· In the absence of the Manager be responsible for informing the Voluntary Management Committee of any works that may be required under Health & Safety Act

Communication:

  • Support the Room Leaders and/or Educators to keep parents updated regarding their child’s progress. Implement a key worker system for this purpose.
  • Support the Manager and Staff team to involve parents as much as possible in activities/outings/events planned by our service.
  • In collaboration with the Manager and Staff Team keep parents fully informed of services policies and any new developments.
  • Have regular communication with your line manager (Manager) and the staff team to ensure all roles within the centre are acknowledged and valued
  • Be aware of and understand the relationship between the management, all staff, voluntary management committee and outside support agencies and know who is responsible for what.
  • Work in partnership with external support agencies, multidisciplinary professionals, parents and families to ensure best outcomes for every child
  • Liaise with Roscommon County Childcare Committee who is our centres support agency at local county level on behalf of DCEDIY and/or other support agencies for additional professional development support.
  • Celebrate achievements with staff, management, parent & families, external support agencies & professionals and the wider community

Supervision and Administration

· Participate in regular support and supervision with your line manager i.e. The Manager of the service

· Support the Manager with planning on an ongoing basis

· Responsible for carrying out support and supervision meetings with the Room Leaders and/or Educators/staff you are responsible for on a monthly basis or as appropriate (The support & Supervision of all room leaders is the responsibility of the Childcare supervisor)

· Understand that the voluntary management committee is his/her employer and that they can adapt and implement basic policies & procedures in the best interest of the service and children in their care.

· Understand that the voluntary management committee is his/her employer and how to support their voluntary work in the community

· Take part in, organise special events, outings, visits and fundraising activities in collaboration with manager and staff team.

· In collaboration with the Manager, organise staff rotas to ensure that the room ratios are complied with at all times in line with regulations.

· Ensure all company records and paperwork are maintained as required for your role

· Review, update and further develop policies and procedures in conjunction with management and staff annually and more often if required. Seek the support of Roscommon CCC with regard to this area.

Childcare supervisor is responsible to inform/report to the management about:

  • In conjunction with the Manager and Staff team, contribute to a monthly report which the manager is responsible for bringing to the Voluntary Management Committee (Chairperson and/or designated committee member)
  • Report to the Manager any complaints received from parents/others regarding staff members or delivery of service.
  • Report to the Manager, any concerns regarding safety of premises or equipment, repairs etc.
  • Difficulties/conflicts between staff that have been unresolved by the management through the company grievance procedures.
  • Child Protection Concerns (on a needs to know basis & in line with our services children safeguarding statement/policy/procedures)
  • In the absence of the manager, support the Voluntary management committee to conduct an annual general meeting (AGM).

Continuing Professional Development (CPD) & Training:

You must demonstrate a commitment to ongoing professional development by attending training, events, seminars etc at the request of the services Chairperson and/or designated voluntary management committee member/s and also by demonstrating your own initiative in accessing CPD opportunities in line with our company policies and procedures.

  • Participate in Support & Supervision on both a formal and informal basis with your line manager
  • Undertake to attend and complete Roscommon County Childcare Committees National Early Years Child Protection & Welfare Training Programme & any subsequent Child Protection Programmes as required
  • Renew/update first aid certificate
  • Engage in ongoing training and professional development and required
  • Access management and peer support and avail of mentoring, training and support & supervision opportunities from both an internal and external perspective where appropriate.
  • Seek support from Roscommon County Childcare Committee as required.
  • Any other duties that may be assigned by your employer

General

  • A minimum qualification of Level 6 in Childcare
  • People management experience
  • Ability to manage own workload and prioritise effectively.
  • Ability to influence decision making process through clear presentation of plans
  • Ability to work to and meet deadlines
  • Drive and ambition to sit on the management team for the company
  • Very strong MS Office skills
  • Maintain strict confidentiality

Engagement with external support agencies is encouraged to support your own professional development. Liaise with all other relevant external support agencies, including Roscommon County Childcare Committee, TUSLA, DEIS, Pobal
