THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $109,565.00 - $126,000.00

YOU MUST BE A CURRENT EMPLOYEE OF THE ADMINISTRATION FOR CHILDEN’S SERVICES TO BE CONSIDERED FOR THIS POSITION.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Prevention Services (DPS) and its network of contracted providers deliver one of the largest and most diverse continuum of community-based child welfare prevention services in the nation and across New York City to improve safety, wellbeing, and permanency for thousands of families and children each year. DPS focuses on systems improvement, innovation, and strategy initiatives that require collaboration with major stakeholders to address urgent or emerging provider and family needs, city or state mandates, and high priority strategic goals of ACS leadership.

The Strategy Planning and Analysis (SPA) team works to incorporate the use of data into decision-making for the Office of Program Management and Sustainability (OPMS). The team is responsible for preparing reports that are shared internally and with other divisions as well as with prevention provider agencies to focus on practice improvement efforts in data. SPA also works with provider agencies on training and support on an agency and system level, collaborating with other ACS partners and using data to identify areas where opportunities exist to improve practice. Under the leadership of the Associate Commissioner of OPMS

The Executive Director of SPA will be responsible for the following duties:

  • Provide direct supervision to a team of 3-5 staff. Supervise, coach and support staff development using individual, group supervision as well as internal and external trainings.
  • Oversee the daily work of the Strategy, Planning and Analysis team staff which includes data requests, reporting, provider communication and support, in addition to work related to other special projects and referrals as needed.
  • Lead and manage high-impact agency projects focused on enhancing the health and safety of children receiving prevention services.
  • Project management, including working internally within the division of prevention services, and coordinating with other divisions, agencies, and prevention providers.
  • Conduct thorough analyses of the prevention system, including trends in referral patterns and service needs, to maintain the integrity and efficiency of the overall preventive services system.
  • Identify stress points within the prevention system requiring additional oversight, support and intra and inter agency collaboration/discussions to ensure families are promptly connected to services.
  • Facilitate and support the referral process, including referrals, withdrawals, and related issues, to assist front-line prevention staff in achieving timely service placement.
  • Serve as a primary point of contact for provider agencies, helping with system-related issues and individual family cases to promote effective service delivery.
  • Develop tracking and internal/external reporting tools for referrals from the Community and Child Protection (DCP) to prevention services to maintain data accuracy and facilitate decision-making.
  • Representing the team and division in internal and external meetings, including creating presentation materials, synthesizing data, and presenting information. Attend and participate in virtual meetings (e.g. Zoom, WebEx and Microsoft Teams)
  • Lead and participate in Special Projects.
  • Other duties as assigned.

Minimum Qualifications


1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
