Job Description
TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OF PRINCIPAL ADMINISTRATIVE ASSOCIATE, OR BE REACHABLE ON THE PRINCIPAL ADMINISTRATIVE ASSOCIATE CIVIL SERVICE LIST. IF ELIGIBLE UNDER THE 55A PROGRAM, PLEASE INDICATE ON YOUR COVER LETTER.
Perform confidential work in regard to the processing of Sick, Child Care, Paid Parental Leave, FMLA, Paid Family Leave, 9/11 Unlimited Sick Leave, Conditional Resignation, and Military leaves of absence: coordinates Dedicated and Catastrophic Sick Leave contributions/usage with the Department of Citywide Administrative Services (DCAS); coordinate the approval process for requested leaves with divisions, Personnel Coordinators, Payroll, Health Care Providers, Personnel Director, Payroll/Timekeeping, and the Commissioner’s Office; process employee Suspensions and AWOL cases in conjunction with the Advocate’s Office and Payroll/Timekeeping; testify at AWOL proceedings at the Office of Administrative Trials and Hearings (OATH); liaise with EDI office and Personnel Coordinators on Reasonable Accommodation requests. Process retirement systems member’s health insurance application, MBF Forms, and other necessary benefits; compute retirement benefits and review of member records to ensure summaries of accounting, reconciliation, calculation and pension payroll data are accurate; research and verify employee information utilizing the PMS system. Review and process compensation forms for line of duty injuries for submission to the Law Department; act as liaison with the Law Department, DOT’s Payroll/Timekeeping, unit and employees regarding Workers Compensation cases and inquiries such as, lost time, grants, Option II and time restoration; process employees for reassignment to duty.

Minimum Qualifications
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
Preferred Skills
- Minimum of three years of experience serving as a Leave Coordinator and/or processing Retirement/Pension, and Workers - Compensation claims in a municipal agency. - Proficient in the use of the City of New York’s automated systems used to manage personnel, including but not limited to NYCAPS, PMS, CHRMS, and WCS. - Comprehensive knowledge of how to implement Citywide Leave policies and procedures. - Excellent communication and transactional skills. - Strong interpersonal and leadership skills with the ability to maintain a high level of discretion and confidentiality. - Strong computer skills particularly Excel and Word.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
