Description:
Key Responsibilities and Functions

Advice and Support

Demonstrate high standards of accountability for the provision of advice and support, ensuring that advice and actions are followed through, that they are measurable and timely.
Drive a culture of internal and external stakeholder management through the high provision of service excellence.
Deliver clear, accurate and user friendly information and advice to leaders and employees, specific to the matter being raised.
Review legislative changes such as Fair Work Act, Modern Award and other legislative channels to update relevant policies and processes and communicates this to relevant stakeholders and other team members.
Facilitate procedurally fair and difficult conversations under the guise of legislative requirements while delivering an employee centric experience.
Coordinate formal investigations including scoping, engaging and coordinating external providers
Coordinate mediation processes including scoping, engaging and coordinating external providers
Coordinate formal dispute and grievance processes including facilitating Show Cause, Disciplinary and Dismissal Meetings
Work collaboratively with the ASU with open communication to achieve the objectives of the Council
Work collaboratively with nominated legal firms with open communication to achieve the objectives of the Council
Manage the annual Performance Appraisal (PCLR Process). Including technical system administration through ELMO and notifying payroll of end of band payments and increment rises
Assist Managers with any Performance Management issues, including developing Performance Improvement Plans and one-on-one meetings
Assist the Manager People and Culture and Coordinator People and Culture with Enterprise Bargaining by providing advice and administrative support
Assist the Gender Equity Committee with data collection and reporting

WorkCover Claims Administration

Nominated as the ‘Return to Work’ Coordinator
Liaise with insurers and other external bodies to ensure WorkCover claims are managed and administered as per legislative requirements.
Support the Managers/Supervisors to provide assistance in supporting the injured worker back to work
Manage the administration component of WorkCover including Certificate of Capacity, payments, instructions to payroll and record keeping
Monitor and maintain the WorkCover inbox

Change Agent

Identifies opportunities for ‘best practice’ ways of working, system or process changes that contributes to the effective operation of Council.
Foster a commitment to continuous improvement to review internal policies, systems, processes and procedures, with a view to improving operational efficiencies.
Support leaders and employees through a humanistic approach to change.

Policies & Procedures

Assist with the review and updating of People and Culture policies and procedures.
Provide support and advice to managers and staff regarding the proper application of policies and procedures.

Human Resources Administration

Ensure prompt and accurate responses to enquiries from managers and staff via the People and Culture email account.
Assist with the preparation of correspondence relating to employee relations and industrial relations matters.
Monitor the completion rates of annual performance appraisal process.

Remuneration is offered at Band 5-6 depending on qualification and experience.

Skills and Experiences:

Key Selection Criteria

A Degree or Diploma in Human Resources or related field with several years’ relevant generalist HR experience (ideally with particular focus on employee relations, recruitment, employee development, injury management) with an in depth knowledge of contemporary Human Resources best practice.
Proficiency in interpreting and implementing work place practices as defined by Industrial Instruments, legislation and Council policy/procedure.
Ability to create and maintain a rapport with staff and management to establish strong working relationships.
Ability to prepare correspondence, reports and maintain accurate personnel records together with demonstrated competence in conceptual, analytical and problem solving skills.
Demonstrated effectiveness in contributing to a small team, including the capacity to review and improve workplace practices.
Demonstrated capacity to effectively communicate, promote and uphold HR initiatives and values, including discretion and confidentiality.
Highly developed computer skills, in particular Microsoft Office and HR Information System software.
A current driver’s licence.
Experience with employee relations or industrial relations.
