The Role:
To lead the development of PHO’s performance measurement framework and to manage the ongoing development of organization performance measurement products including indicators and measures and the synthesis of enterprise level performance reports.
Key Responsibilities-
- Leads the ongoing development of PHO’s overarching performance measurement framework to monitor the organization’s progress in relation to its mandate and strategic directions.
- Provides performance measurement expertise, guidance and training to content leads across PHO on the development of specific performance indicators and measures, within the overall framework and PHO’s strategic directions.
- Working closely with the Senior Planning Advisor to support the executives designated to lead on strategic plan priorities, by providing guidance and support for monitoring and reporting of progress made towards priorities.
- Leads PHO’s quarterly reporting process, including managing the review, synthesis and analysis of quantitative and qualitative information in order to produce enterprise level performance reports for senior management, board and government, including reporting related to PHO’s strategic plan.
- Leads the development of performance related content for the annual business plan, and associated reporting in the mid-year and annual reports.
- Manages the monitoring phase of the operational planning cycle, in collaboration with the Senior Planning Advisor.
- Designs and delivers training, support, templates and tools to support content leads in indicator development and application.
- Designs a process for the periodic evaluation of performance indicators and measures.
- Supports internal and external consultation processes to address specific performance measurement needs working in concert with designated representatives of other departments as applicable.
- Develops and maintains relationships with ministry agency liaison staff to ensure their performance measurement and risk management reporting requirements are met.
- Provides back up for the Senior Planning Advisor during peak periods and absence as required.
- Stays abreast of leading practices in performance measurement and identifies opportunities for improvement accordingly.
- Undertakes other duties as assigned.
Education and Experience-
- Master’s degree in a health/health management related discipline with performance measurement and decision support background, together with at least 7 years of progressive experience in organizational performance measurement and qualitative and quantitative reporting.
- Knowledge and expertise in the design of performance measurement systems for knowledge organizations and leading practices in organizational performance measurement with a particular focus on the measurement of outcome and impact measurement.
- Expertise in the design of electronic applications for performance measurement reporting.
- Knowledge of government planning and reporting cycles to provide back up to the Senior Planning Advisor and ensure linkages to the agency’s performance measurement and reporting.
- Proficiency in MS Office (Word, Excel and PowerPoint) and familiarity with SharePoint.
Attributes and Competencies-
- Knowledge of Ontario’s health and public health systems, provincial government processes and relationships/linkages with agencies.
- Project management skills to lead performance measurement and/or risk management projects as may be applicable, developing project plans, managing working groups to accomplish goals and objectives.
- Skill and ability to work in a matrix management structure and within cross-disciplinary teams.
- Oral and written skills to prepare briefing notes, reports and presentations aimed at a senior management and board and government audiences.
- Oral communication, advisory and facilitation skills to work with all levels of management and staff at PHO, in order to address specific performance measurement objectives, guide them in developing/presenting performance indicators and submissions in a way that demonstrates strengths and merits, and meets PHO’s established performance requirements.
- Written communication skills to prepare a range of consolidated performance documents and qualitative and quantitative reports as well as performance tools and guidelines to support the performance measurement process across PHO.
- Takes the initiative to provide performance expertise across PHO to ensure content leads are provided with the appropriate level of support, advice and tools to conduct their individual performance exercises
- Designs performance measurement techniques and tools, to support specific project needs in the context of the broader organizational performance measurement and enterprise risk management frameworks.
- Addresses the specific performance needs of colleagues/clients when supporting internal and external consultation processes by working in concert with designated representatives in other departments.
- Persuades senior staff and management to consider innovative approaches to formulating their various types of performance indicators and to accept advisory guidance in a collaborative re-shaping and improvement of their performance measures and documentation.
- Determines how to plan and develop, key strategic performance measurement initiatives including making the necessary decisions when developing project plans, managing working groups.
- Determines the context of the broader organizational performance measurement in a manner that enables, where appropriate, high quality electronic approaches that can be utilized for information gathering, sharing and analysis purposes.
- Determines how best to question and probe clients regarding their business planning and performance situation, objectives, performance indicators, and related risks in order to identify, analyze, and clarify the performance and risk issues that need to be addressed by management in formulating new and updated performance measurement plans, risk mitigation and management plans and/or strategic project plans.
- Persuades senior staff and management to consider innovative approaches to problem-solving and formulating their various types of performance measurement and risk management approaches, and to accept advisory guidance in a collaborative re-shaping and improving of their performance measures and reporting documentation.
- Accountable for providing expertise across PHO in the development of performance measures and indicators which lead to the enhancement of PHO’s performance measurement reports/products with a particular emphasis of the demonstration of organizational outcomes and impacts in the context of PHO’s mandate and strategic directions.
- Ensures alignment between organizational performance measurement and enterprise risk management initiatives and linkages with applicable planning processes – strategic, business and operational.
- Provides expertise and leadership to content leads and teams across PHO to foster innovative approaches to performance measurement and reporting.
- Leads teams and exercises to facilitate the development of performance measures that are linked to the overall strategic directions of PHO.

Hours of Work: Full time, 36.25 hours per week
Compensation Group:Association of Management, Administrative and Professional Crown Employees of Ontario
Salary :$90,617.00 - $126,869.00
